7:00 p.m.
Present were Mayor Paul Ens,Acting Deputy Mayor Wayne Casier, Councillors Tom Southwick
and Ed Ketchabaw, Administrator Kyle Kruger and Clerk Lynda Millard. Water/Wastewater
Superintendent Ed Roloson was also in attendance.
There were approximately seventeen Richmond Community water system users present.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 7:00 p.m.
2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL
NATURE THEREOF
None.
3. ADMINISTRATION
(a) Nelson Oliviera, Stantec Engineering regarding Richmond Water System update.
Mr. Oliviera provided a power point presentation and handed out paper copies to
everyone.
It was noted that 2/3 funding, in the amount of$255,000, for the$382,000 project was
approved in May 2011. Additional costs, if any, will be borne 100%by the users.
In order to address the high chlorides and sodium in the 250+ feet deep bedrock well,
located near the current pumping station, and the high nitrate in Well No. 2, flow will
be blended prior to primary disinfection. Flow control from both wells will be used to
address nitrate concentrations to ensure blended water is below the MAC of 10 mg/L.
The Municipality is in the process of acquiring the land on which the two new wells are
located. Stantec is in the process of preliminary and detailed design of the distribution
pumping and piping system improvements.
Works anticipated to be completed by July 31,2013 include:
• completion of the GUDI Assessment Report,
• submit applications and obtain approvals,
• fmalize detailed design,
• tender project and award contract,
• construction and commissioning.

Mr. Oliviera and municipal staff responded to questions from the users present.
Mayor Ens thanked Mr. Oliviera for his presentation and the system users for attending.
4. BY-LAWS
(a) By-Law 2013-010 A By-Law to confirm all actions of Council.
