The regular meeting of the Council of the Municipality of Bayham was held on Thursday,
January 24, 2013 in the Council Chambers. Present were Mayor Paul Ens, Acting Deputy Mayor
Wayne Casier, Councillors Tom Southwick and Ed Ketchabaw, Administrator Kyle Kruger and
Clerk Lynda Millard.
Treasurer David Aristone, Planning Coordinator/Deputy Clerk Margaret Underhill, Public
Works Manager Vance Czerwinski, Fire Chief/By-Law Enforcement Officer Gord Roesch,
Chief Building Official/Drainage Superintendent Bill Knifton and Water/Wastewater
Superintendent Ed Roloson were in attendance to present their respective reports.

4. DELEGATIONS, STATEMENTS AND UPDATES
1. DELEGATIONS
(a) 7:05 p.m. -Richard Wood regarding "Project Ojibwa".
Mr. Wood raised concerns that Council may be withholding information from the public
regarding Project Ojibwa. Questions were posed and responses were made as applicable.
Mayor Ens referred Mr. Wood to item 9(i) on the agenda and requested staff to post the notes
from the meeting with the Elgin Military Museum held January 16th on the front page of the
municipal website. A copy was provided to those present who requested it.
(b) 7:20 p.m. - Henry Thiessen regarding Item 9(1) "Request for Conveyance of Lands".
Mr. Thiessen requested Council's support in regard to his request for the conveyance of a narrow
piece of land abutting his property just outside the playground fence at the Richmond park.
2. STATEMENTS BY COUNCIL

3. UPDATES ON PROJECTS
Richmond Community Water System—The Administrator noted that the field work and
pumping tests are complete. Confirmation of the levels of treatment required are expected
shortly. A notice has been mailed to system users of a meeting scheduled for Tuesday,
January 29 at the Richmond United Church at 7:00 p.m.
Harbour Divestiture—The Administrator advised there is no new information regarding the
Environmental Site Assessment.

5. INFORMATION ITEMS
(a) Long Point Region Conservation Authority Board of Directors minutes of meeting held
December 5, 2012.

(b) Copy of letter sent January 26, 2012 to Premier Dalton McGuinty regarding support
received from other municipalities for resolution regarding OPP services passed July 7,
2011.

There was discussion regarding the OPP services costs with an 81/2%proposed for 2014. Staff
was requested to prepare a letter based on the resolution passed in 2011 and circulate to the same
parties as previously.
(c) Correspondence dated December 31, 2012 from Stewardship Ontario regarding
"Industry Funding for Municipal Blue Box Recycling for 2012 Program Year".

(d) Correspondence dated January 17, 2013 from Kathleen Wynne in response to South
Central Ontario Region Economic Development Corporation and Ontario Liberal
leadership election questionnaire.

The Planning Co-ordinator advised that the requirements imposed have been met by the
applicant and recommended third reading and passage of the by-law.

(a) Staff Report DR2013-001 regarding Corinth Drain Improvements.

The Drainage Superintendent noted the drainage problem in Corinth during heavy rain events.
He recommended that Spriet Associates be retained to determine what options are available and
the costs.
Neighbouring home owners also affected by the recent flooding were in attendance and raised
concerns regarding the extent of the flooding being experienced.

analysis described in Building Together: Guide for Municipal Asset Management

(h) Staff Memorandum regarding Draft Capital Budget 2013.

The Administrator confirmed the changes requested by Council are in the revised capital budget
provided, and the draft meets the target of a 3% levy increase. This is equal to an overall increase
of approximately%% on the total municipal tax levy.
Further discussion included transferring the budget for a new generator into the equipment
reserve, installing the electrical transfer switch to accommodate a generator at the Port Burwell
Station and making use of the two existing power take-off units in an emergency. Council
discussed deferring replacement of the road grader for a year and reallocating those funds into
work on gravel roads and deferring a portion of Lamers Line tar and chip and instead sealing
other existing tar and chip roads. Staff were requested to summarize what roads could be
upgraded and what the costs would be.
