HomeMy WebLinkAboutJanuary 08, 2013 - Special Council BUDGET MEETING MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM 9344 Plank Road, Straffordville January 8,2013 7:00 PM The initial 2013 budget meeting of the Council of the Municipality of Bayham was held in the Council Chambers. Present were Mayor Paul Ens,Acting Deputy Mayor Wayne Casier, Councillors Tom Southwick and Ed Ketchabaw, Administrator Kyle Kruger and Clerk Lynda Millard. Department Heads in attendance to present their respective budgets were Treasurer David Aristone, Public Works Manager Vance Czerwinski and Water Wastewater Superintendent Ed Roloson. 1. CALL TO ORDER Mayor Ens called the meeting to order at 7:00 p.m. Announcement Mayor Ens noted that Elgin County Council approved ambulance assistance on a first response basis, on a one-year trial basis, from 7:00 a.m. to 5:00 p.m., on weekdays only beginning in 2013. The ambulance will be based out of the Straffordville Fire hall and will include one emergency responder. The goal is to reach a maximum of 17.82 minutes emergency response time to 9-1-1 calls in east Bayham. The County is seeking emergency response RFP/Q's for a five year term across the County. 2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF None. 3. 2013 DRAFT BUDGET (a) 2013 Draft Capital Budget The Administrator provided an introduction to the 2013 Capital Budget, noting that it is based on a target of a 3%increase from 2012,resulting in a levy amount of$801,000. The current draft is $22,000 over the proposed target. Ed Roloson,Water/Wastewater Superintendent, and Vance Czerwinski, Manager Public Works were in attendance to present their respective draft departmental capital budgets and responded to questions from members of Council as appropriate. In regard to the Port Burwell and Vienna water system, Ed Roloson explained the need to undertake the replacement of water meter readouts to radio frequency heads, an overall needs Page 1 of 3 Budget Meeting Minutes January 08, 2013 assessment for the Richmond water system and updates to Environmental Assessments for Straffordville and Eden water. Wastewater needs include pump and air blower rebuilds, air release valves, manhole frame replacements and additional odour control tanks at pumping station 6. Mr. Roloson also identified the Water/Wastewater department sharing purchase of a used vacuum tank on a trailer with the Public Works department at a total cost of$30,000. Vance Czerwinski reviewed proposed used equipment purchases and suggested a deferral of the steel roller and wood chipper in lieu of a new brine truck, cab and chassis. The proposed construction, asphalt, gravel,tar and chip and bridge projects were reviewed and discussed. Council raised questions regarding Jackson Line east of Plank Road. The completion of a roads needs study will assist in prioritizing necessary road works and meeting asset management requirements. The next budget meeting was set for Monday,January 14th at 7:00 p.m. 2013-001 Moved by Councillor T Southwick Seconded by Councillor E Ketchabaw "THAT staff be authorized to proceed with the acquisition of a winter De-Icing System as proposed in the draft 2013 Capital Budget."
