HomeMy WebLinkAboutJuly 03, 2014 - Council COUNCIL MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM 9344 Plank Road, Straffordville, ON Council Chambers Thursday,July 3, 2014 6:30 p.m. The regular meeting of the Council of the Municipality of Bayham was held on Thursday, July 3, 2014 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Cliff Evanitski, Councillors Wayne Casier, Tom Southwick and Ed Ketchabaw, Administrator Paul Shipway and Clerk Lynda Millard. Sharon Larmour was also in attendance regarding In Camera item 2(c). 1. CALL TO ORDER AND DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF No disclosures of pecuniary interest were declared. 2. PLANNING, DEVELOPMENT,RECREATION & TOURISM (a) Correspondence dated June 11, 2014 from County of Elgin regarding "Land Division Committee Appointments for 2015". File: D10 Mayor Ens noted that some members of County Council want to have a Council representative on the Land Division Committee, while others support a non-elected representative. In general Bayham Council is supportive of having an at-arms-length representative as now exists. File: T04.gen 2014-331 Moved by: Councillor T Southwick Seconded by: Councillor W Casier "THAT the capital upgrade of the culverts on Csinos Road and on Sandytown Road be deferred until 2015; AND THAT the cost of the unbudgeted culvert replacement on Eden Line be charged to the 2014 Capital Budget." CARRIED UNANIMOUSLY (b) Correspondence dated June 11, 2014 from County of Elgin regarding "Review of Term Limits of Municipal Councils". File: A16 Mayor Ens noted that some members of County Council feel that the current four-year Council term is too long a commitment and want the province to consider a review. Concerns include the ability to draw committed candidates, life-changes over the term that may affect a candidate's ability to stay in office, the potential for increased by-elections, the cost of elections and by-elections,matching terms of service with federal and provincial governments. Mayor Ens suggested interested persons go to the Elgin County website for further details and information. CARRIED UNANIMOUSLY (c) Correspondence dated June 16, 2014 from the Nemeth Family regarding "Passing a New By-Law". File: C13 The Administrator noted that the contract with Norfolk Disposal identifies that only the contractor's employees are permitted to go through the recycle boxes. Enforcement is the responsibility of the OPP through Provincial Offenses. 2014-334 Moved by: Councillor W Casier Seconded by: Councillor E Ketchabaw "THAT correspondence from the Nemeth Family requesting a new By-Law relating to Blue Boxes be received; AND THAT the matter be referred to staff for review and report back to Council with recommendations." File: F l 1 Staff was requested to check for clarification and submit a second application for upgrades to the Municipal Office, if more than one is permitted. 2014-335 Moved by: Councillor W Casier Seconded by: Deputy Mayor C Evanitski "THAT correspondence regarding Funding Opportunity -Enabling Accessibility Fund 2014 be received; AND THAT staff be directed to make application under the Enabling Accessibility Fund for the following project: Straffordville Community Centre upgrades".
