The regular meeting of the Council of the Municipality of Bayham was held on Thursday, July 3,
2014 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Cliff Evanitski,
Councillors Wayne Casier, Tom Southwick and Ed Ketchabaw, Administrator Paul Shipway and
Clerk Lynda Millard. Sharon Larmour was also in attendance regarding In Camera item 2(c).

(a) Correspondence dated June 11, 2014 from County of Elgin regarding "Land Division
Committee Appointments for 2015".

Mayor Ens noted that some members of County Council want to have a Council representative
on the Land Division Committee, while others support a non-elected representative.
In general Bayham Council is supportive of having an at-arms-length representative as now
exists. Recommendations for appointments will come from the lower tiers for consideration,
however County Council will make the appointments.

"THAT the capital upgrade of the culverts on Csinos Road and on Sandytown Road
be deferred until 2015;
AND THAT the cost of the unbudgeted culvert replacement on Eden Line be

Limits of Municipal Councils".

Mayor Ens noted that some members of County Council feel that the current four-year Council
term is too long a commitment and want the province to consider a review.
Concerns include the ability to draw committed candidates, life-changes over the term that may
affect a candidate's ability to stay in office, the potential for increased by-elections, the cost of
elections and by-elections,matching terms of service with federal and provincial governments.
Mayor Ens suggested interested persons go to the Elgin County website for further details and
information.

The Administrator noted that the contract with Norfolk Disposal identifies that only the
contractor's employees are permitted to go through the recycle boxes. Enforcement is the
responsibility of the OPP through Provincial Offenses.

"THAT the Council of the Municipality of Bayham hereby waives the requirement
to register the Provincial Park Sewer Agreement with the Minister of Natural
Resources at the Land Registry Office;
AND THAT in all other respects, the agreement, as authorized by Council, shall
remain in full force and effect."
