The special meeting of Council of the Municipality of Bayham was held on Tuesday, May 13,
2014 at the Richmond United Church. Present were Mayor Paul Ens, Deputy Mayor Cliff
Evanitski, Councillors Wayne Casier, Tom Southwick and Ed Ketchabaw, Administrator Paul
Shipway, Clerk Lynda Millard, Water/Wastewater Operations Manager Ed Roloson and former
Treasurer David Aristone.
Also in attendance were Nelson Oliveira of Stantec Engineering, Roland Plante from Ministry of
the Environment, London District Office and Ganesh Vallamkonda from Elgin St. Thomas
Public Health.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 7:00 p.m.
There were between twenty and twenty-five Richmond Community water users present.
Mayor Ens welcomed those in attendance and thanked them for their interest. He introduced
Paul Shipway, who had recently accepted the appointment as Administrator for the
Municipality and former Treasurer David Aristone.

No disclosures of pecuniary interest were declared.
3. ADMINISTRATION
(a) Nelson Oliveira, Stantec Engineering regarding Richmond Community Water System
update.

Mayor Ens advised that the meeting was to provide an overview of the water project
which began in 2009. In addition, costs of the project, OSWAP funding contributions
and options for repayment of the capital costs by property owners would be provided.

Water/Wastewater Operations Manager Ed Roloson welcomed Roland Plante of the
London Ministry of the Environment office, Ganesh Vallamkonda from the Elgin
Public Health and Nelson Oliviera of Stantec Engineering for their assistance during the
project.
Nelson Oliviera provided a slide presentation of the project from its beginnings to its
commissioning in December 2013.
Mr. Roloson identified the total costs of the project at$663,960, approved financial
support through OSWAP of$254,540, with the net costs of$409,420 to be equally
distributed to the fifty-three benefitting property owners.
Options being offered for repayment of the $7,725 per benefitting property include
payment in full upon receipt of the invoice or debentured over 20 years, at an interest
rate of 2.97%, payable in annual installments of$517.80. He noted that Council is also
offering a lump sum-payment of the outstanding balance at any time with no penalty.
Property owners may also make arrangements through other funding sources if they so
choose.
Following the presentation, Mr. Roloson again thanked Mr. Plante, Mr. Vallamkonda
and Mr. Oliviera for their ongoing support and efforts to complete the project. He also
expressed his appreciation for the patience and assistance of many Richmond water
users, previous systems operators, including Max Ward, Mr. John Walker for donating
the property on which the two new wells are located and the Bayham Public Works
department for clean-up of the water system property for the Open House.
Staff responded to various questions and concerns from the system users as appropriate.
Mayor Ens again thanked everyone for attending and encouraged everyone to pick up a
project summary handout on their way out.
4. BY-LAWS
