The third 2014 operating budget meeting of the Council of the Municipality of Bayham was held
on Thursday, February 27, 2014 in the Council Chambers. Present were Mayor Paul Ens, Deputy
Mayor Cliff Evanitski, Councillors Wayne Casier, Tom Southwick and Ed Ketchabaw, Treasurer
/Acting Administrator David Aristone and Clerk Lynda Millard.
Department Heads in attendance to present their respective budgets were Public Works Manager
Vance Czerwinski and Fire Chief/By-Law Enforcement Officer Randy White.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 6:30 p.m.
2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL
NATURE THEREOF
No disclosures of pecuniary interest were declared.
3. 2014 DRAFT BUDGET
(a) Draft 2014 Operating Budget.

The Treasurer advised that since the previous budget meeting, there are additional costs that need
to be added as follows:
• Page 13 Roads Department account#5290 (Mueller Drain/Best Line) increase to $59,000 and
account# 5310(legal fees) increase to $5,500;
• Page 8 Fire Department account#3510 (legal fees) increase to $55,500.
These additions bring the total operating draft budget increase to 12.5% above 2013.
Fire Department
The Fire Chief reviewed the Fire Department budget suggesting areas for potential reductions
and increases.
Areas of discussion included:
• Firefighter participation, retention, training and education(and allocation of costs and
revenues),
• bunker gear and other equipment,
• purchase of generator,
• utility costs (including water leak) and energy savings,
• vehicle and equipment maintenance and certification and

• tanker shuttle.
By-law enforcement training, certification and retention of Commissionaire services were
discussed.
Public Works
The Public Works Manager noted that he has identified some potential reductions, however,
questioned how much Council is expecting? It was noted that there are considerable costs
associated to County roads that cannot be recouped, such as employee vacation time or benefits.
It was suggested that some major items may need to be paid from reserves such as the Mueller
Drain/Best Line works.
General discussion included:
• SCOR membership,
• Establishment of service levels, - snow removal, grass cutting, grounds maintenance,
sidewalks,
• Reduction of grants(cash and in kind),
• Capping grants at$8,000,
• Otter Valley Trail beautification works and supporting grant applications.
Staff was directed to make cuts to limit overall operating budget increase to 5%.
The next budget meeting is scheduled for Tuesday, March 18th at 6:30 p.m.
(b) Memorandum regarding "Land Acquisition-Green Line/Pressey Road."

and the execution of the necessary documents to complete the transaction,be
presented to Council for enactment."

"THAT Council approves fee waivers for use of the Community Centres as follows:
1. Bayham Community Centre use:
-Bayham Community Policing Committee main hall for regular meetings and as
required for educational events;
- Otter Valley Naturalists main hall for meetings plus 1 event;
-Photographers of Otter Valley main hall for monthly meetings based on
availability;
- SAC/SERVE Parents Association main hall 2 events;
-Straffordville Community Committee main hall up to 12 events, meetings 1 —2
times monthly,parking lot, cement pad and grounds 3 events;
- Straffordville Firefighters Association entire hall 2 events;
- Straffordville Graduation Committee main hall 2 events;
- Straffordville Lions Club den and kitchen bi-monthly dinner meetings, main hall
weekly Bingo plus 6 events;
- Straffordville Santa Claus Parade Committee main hall 1 event;
2. Vienna Community Centre use:
-Bayham Community Policing Committee main hall for regular meetings and as
required for educational events;
-Eastern Star whole hall 10 meetings plus 1 other event;
-Edisonfest Committee possible use of hall as back up venue for Edisonfest;
-Photographers of Otter Valley main hall for monthly meetings based on
availability;
- St. Luke's Anglican Church Guild basement with kitchen 2 events plus funeral
luncheons as required,Vienna Memorial Park 1 event;
-Vienna Lioness den with kitchen for 10 monthly meetings, entire hall 3 events two
days each;
-Vienna Lions Club den with kitchen 21 meetings,whole hall with kitchen 4 events,
basement-no kitchen 3 events;
-Edisonfest Committee Memorial Park,whole hall back up for fest June 7;

AND THAT the cleaning fee only apply, except for funerals."

(a) By-Law 2014-021 A By-Law to authorize the purchase of real property in the
