The regular meeting of the Council of the Municipality of Bayham was held on Thursday,
February 20, 2014 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Cliff
Evanitski, Councillors Wayne Casier, Tom Southwick and Ed Ketchabaw, Treasurer/Acting
Administrator David Aristone and Clerk Lynda Millard.
Planning Coordinator/Deputy Clerk Margaret Underhill and Water Wastewater Manager Ed
Roloson, were in attendance to present their respective reports.
1. CALL TO ORDER
Mayor Ens called the.meeting to order at 7:00 p.m.

4. DELEGATIONS, STATEMENTS AND UPDATES
1. DELEGATIONS
(a) 7:05 p.m. -Jan Collins regarding demolition of the Vienna Old Town Hall, a plaque
at the site and artifacts.
Ms. Collins thanked Council for their support and staff assistance regarding applications to the
Ontario Trillium Foundation in attempts to secure funding to save the Vienna Old Town Hall.
She added that the group is disappointed with the outcome,however,requested Council to save
any items of historical significance that remain in the building. She noted a hand painted stage
backdrop and the rare windows and hardware.
Ms. Collins also requested that Council consider erecting a plaque on the property or nearby. She
suggested a granite monument with a laser print of the building encased on it,noting that she
obtained a quote of$4,364.60 for such a marker, delivered. Mounting would be extra.
Ms. Collins was advised by staff the demolition quotes requested do not included any salvaging,
as that would significantly increase any costs.
It was noted that members of the Museum Board are looking into items in storage and Council
has not yet determined what will be done with the property once demolition has taken place.
2. STATEMENTS BY COUNCIL
Councillor Casier commended the Ministry of Environment, Ministry of Natural Resources
and Office of the Fire Marshall and Emergency Planning for acting quickly and taking action
regarding the gas well leak emergency near Orchard Line on February 13th. He also thanked
staff involved for their quick response and follow—up.
3. UPDATES ON PROJECTS
(a) Richmond Community Water System
The Water/Wastewater Operations Manager advised that fmal invoices are being received for the
project and he is working with the Treasurer to finalize the total costs, including holdback
amounts. He added that an open door open house on site will be held once the weather improves.
(b) Harbour Divestiture
No report.

Council directed staff to respond to the information items as follows:
• 5(b) forward to the Otter Valley Trail Committee;
• 5(j) send follow-up letter to Small Craft Harbours regarding Harbour Area
Risk Assessment.
Send letters to Premier Wynne:
• 5(1) opposing the resolution of Township of Greater Madawaska regarding proposed new
OPP billing model;
• 5(n) supporting the resolution passed by United Townships of Head, Clara&Maria
regarding mandatory on-site septic system inspections;
• 5(o) supporting the resolution passed by Town of Arnprior against ever-increasing
electricity rates.
5(q) Staff determined that this item is limited to municipalities with a minimum population of
10,000 and Bayham does not qualify.

"THAT Council recommend to the Elgin County Land Division Committee that
Consent Applications E1/14 and E2/14,submitted by Wayne Taylor, be granted
subject to the following conditions:
1. $500 cash-in-lieu of parkland dedication fee for each of two lots;
2. Engineered surface water management lot grading plan for both severed lots;
3.water quality testing reports for nitrates and bacteria content meeting the
Provincial standards for residential use;
4.water quantity testing report meeting the Provincial standards for residential use;
5. purchase of civic number signs for both severed lots and retained parcel;
6. sewer services permit for installation of sanitary sewer service stub;
7.planning report fee payable to the municipality;

(b) Correspondence dated February 15, 2014 from Ben Reddekopp requesting use of the
Straffordville Baseball Diamond every Friday during the hours of 7:00 p.m. to
approximately 9:00 p.m., from early spring until late fall.

The Clerk advised that the applicant is interested in utilizing the Straffordville Park ball diamond
for youth from a local church to use regularly on Friday evenings,beginning in early spring until
late fall. She confirmed that the ball diamond is not currently being used on a regular basis by
any organized ball team or organization.
She added that the applicant has been advised that the Municipality may require proof of liability
insurance coverage and believes the group will be able to provide it through their church.
Based on cost recovery, staff suggested an estimated fee of$10 be charged each time the
ballpark lights are used. The key would need to be picked up at the Municipal office before
closing on Friday and returned through the drop slot following each game.
Staff also suggested that a refundable damage deposit be charged, however, it was unclear how
this could be monitored and the matter was deferred to the next meeting.
