The first 2014 operating budget meeting of the Council of the Municipality of Bayham was held
on Thursday, January 30, 2014 in the Council Chambers. Present were Mayor Paul Ens,
Councillors Wayne Casier, Tom Southwick and Ed Ketchabaw, Treasurer/Acting Administrator
David Aristone and Clerk Lynda Millard. Deputy Mayor Cliff Evanitski was absent.
Department Head in attendance to present his report and budget was Public Works Manager
Vance Czerwinski.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 6:30 p.m.

No disclosures of pecuniary interest were declared.
3. ADMINISTRATION
(a) Staff Report PW2014-07 regarding "Used Vacuum Trailer Operational Business Case".

The Public Works Manager presented his report, outlining the activities undertaken by Public
Works, Drainage and Water/Wastewater departments using the vacuum truck and trailer rented
in 2013. The costs incurred were $19,439.
In addition to sanitary sewer, storm drain and catch basin cleanout, the equipment can be used
for cleaning culvert outlets, curbs and gutters, excavating around utilities, sign and guardrail post
installation and culvert flushing. It is often difficult to engage contractors on short notice or for a
short period of time. Currently, storm water catch basins get cleaned every two years.

to-purchase of the used 2011 Vermeer LP555SDT 500 Gallon Trailer Mounted
Vacuum at the proposed price of$67,000.00 plus H.S.T.;
AND THAT funds be drawn from the Equipment Reserve."

4. 2014 DRAFT BUDGET
(a) Draft 2014 Operating Budget.

The Treasurer referred to page 3 of the budget document, noting that the draft budget is $287,200
over the 2013 budget, an increase of 9.1%. An estimated surplus of$109,465 is from the sale of
the former medical building. Outstanding are 4th quarter revenues under the Provincial Offences
Act.
Growth in assessment provides $92,000 without any impact on the levy. The Provincial Park is
in year 2 of its four-year phase-in, generating an additional$27,000 annually.
Public Works Department
The Public Works Manager reviewed the Roads Department, Winter Control, Street Lights and
Parks and Recreation draft budgets and responded to questions. Winter Control is hard hit this
year with very cold temperatures and significant snowfalls requiring extensive snowplowing, salt
and sand. Contract costs have escalated.
Considerable sidewalk removal and grass seeding is anticipated to help mitigate risks and
liabilities. In addition to the Roads Needs Study,one will also be required for buildings. Storage
buildings in poor condition may be removed and repairs/upgrades focused on buildings in better
condition.
Mr. Czerwinski indicated that a level of service needs to be established for snow removal,
including municipal parking lots, sidewalk clearing as well as landscape/grass cutting.
It was suggested that existing street lights be replaced with LED through a program offered by
LAS.
It was noted that health and safety requirements restrict installation of banners by bucket truck.
Other
It was noted that electrical rates are to go up by 20% and postage by 35%.
Polestar Project Project
Options for support were discussed including reimbursement at 50% for materials purchased,up
to a maximum of$1,000 and providing traffic control and signage for Robinson Street in Port
Burwell.
It was agreed that additional budget meetings be scheduled for February 4th and 27th, subject to
availability of staff and Council members.
