HomeMy WebLinkAboutJanuary 13, 2014 - Special Council COUNCIL MINUTES OF SPECIAL MEETING THE CORPORATION OF THE MUNICIPALITY OF BAYHAM 9344 Plank Road, Straffordville,ON Council Chambers Monday,January 13,2014 6:30 p.m. The special meeting of Council of the Municipality of Bayham was held on Monday, January 13, 2014 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Cliff Evanitski, Councillors Wayne Casier, Tom Southwick and Ed Ketchabaw and Clerk Lynda Millard. 1. CALL TO ORDER Mayor Ens called the meeting to order at 6:30 p.m. and welcomed Mr. Bill Winegard, who will be assisting Council in filling the position of Administrator. 2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF No disclosures of pecuniary interest were declared. 3. ADMINISTRATION (a) Discussion with consultant, Bill Winegard, regarding the Administrator recruitment process. Mr. Winegard provided a handout for Council, including the proposed timetable, advertising and questions for discussion. The recruitment process is expected to take about three months. Mr. Winegard advised that: • a specific Bayham email address (accessible only by him)will be set up to receive applications; • he will review the applications and select 12— 15 resumes, from which he and Deputy Mayor Evanitski and Councillor Ketchabaw will select up to ten candidates for the first- round of interviews; • three candidates will be selected for second round interviews, which would be scheduled for 1 to 1 % hours each. Following discussions it was agreed that: • ad postings would be placed with the Association of Municipal Managers Clerks and Treasurers of Ontario (AMCTO) and Ontario Municipal Human Resources Association (OMHRA) and potentially through Municipal World(depending on responses initially received), as well as local papers, Bayham and Elgin County websites; • the County of Elgin administrative building or an alternate site be used to host the interviews; • the Elgin County Director of Human Resources Manager, Rob Bryce be invited to assist Mr. Winegard and two Council members in the first round of interviews; • Mr. Winegard and all of Council would participate in the second round of interviews; Page 1 of 2 Council Special Meeting Minutes January 13, 2014 - some interviews may be scheduled in the evening, if/as necessary. Mr. Winegard questioned and Council responded to qualification requirements,types and levels of experience and education,preferences and personal qualities expected. 4. BY-LAWS (a) By-Law 2014-009 A By-Law to confirm all actions of Council 2014-017 Moved by: Deputy Mayor C Evanitski Seconded by: Councillor W Casier "THAT confirming By-Law 2014-009 be read a first, second and third time and finally passed." CARRIED UNANIMOUSLY 5.
