HomeMy WebLinkAboutDecember 19, 2013 - Council COUNCIL MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM Council Chambers 9344 Plank Road, Straffordville December 19, 2013 7:00 PM The regular meeting of the Council of the Municipality of Bayham was held on Thursday, December 19, 2013 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Cliff Evanitski, Councillors Wayne Casier, Tom Southwick and Ed Ketchabaw, Administrator Kyle Kruger and Clerk Lynda Millard. Planning Coordinator/Deputy Clerk Margaret Underhill, and Water/Wastewater Manager Ed Roloson were in attendance to present their respective reports. 1. CALL TO ORDER Mayor Ens called the meeting to order at 7:00 p.m. (a) 7:05 p.m. Presentation of Volunteer Recognition Certificates to • Brandon Coderre(Youth) • Dorthea Bentley(Community) • Cindy Stewart(Community) Mayor Ens noted that three nominees for volunteer service awards had not been able to attend the Volunteer Night at the Vienna Community Centre in late November and two of those awards would be presented tonight. Debbie Stewart was unable to attend. Ward 3 Councillor Ed Ketchabaw presented the youth award to Brandon Coderre of the Eden area. Brandon was nominated through his volunteering with the Eden&Area Community Centre Board. Dorothea Bentley of Port Burwell was presented with her award by Ward 1 Councillor Tom Southwick for her involvement with S.A.N.Y.A. (Spay&Neuter Your Animals). She contributes her own time and resources, to find homes for stray and feral cats, saving them from euthanasia. Pictures of the presentations were taken by family, friends and the local Aylmer Express reporter. Attendees, Council and staff offered a round of applause in support of both recipients. 2. CARRIED UNANIMOUSLY 4. DELEGATIONS, STATEMENTS AND UPDATES 1. DELEGATIONS (a) 7:10 p.m. -Joel Taylor of G. Taylor&Associates and Bryce Sibbick of Frank Cowan Company regarding Municipal Insurance Policy. Mr. Sibbick provided an overview of the proposed annual insurance renewal, noting that the overall increase in premium is 4.8%. It was noted that some other local municipalities are experiencing 10% and even greater increases. Premium increases continue to be the result of high settlements awarded by the courts for liability claims where municipalities are named,particularly in regard to flood and sewer back- up damage. Increasing deductible amounts is a method used in some cases to help stabilize Page 2 of 10 Council Minutes December 19, 2013 premiums. Mr. Sibbick noted that the Provincial government needs to set reasonable maximum caps on these awards. 2. STATEMENTS BY COUNCIL Mayor Ens announced that David Man, Mayor of Central Elgin,was recently appointed Elgin County Warden for the next year. 3. UPDATES ON PROJECTS (a) Richmond Community Water System Water/Wastewater Manager, Ed Roloson reported that works are progressing well, are ready to connect, testing components have been completed and the MOE is satisfied. Notice for connection has been given to users for Friday with Monday as an alternate date. He added that the storage tanks and contingency valves will still be in place and available to provide water to the residents, should there be any problems. (b) Harbour Divestiture Nothing to report. 5. INFORMATION ITEMS (a) Correspondence dated November 27, 2013 from Autism Ontario regarding "World Autism Awareness Day". File: A01 Councillor Ketchabaw requested that World Autism Awareness Day on April 2/14 be acknowledged again by Council. Staff advised that the flag that arrived too late for the raising last year is available for 2014. (b) Correspondence from Childcan regarding "Season of Hope". Official Plan Section 8.17,the Owners entering into a site plan agreement with the Municipality of Bayham to address matters identified in the Environmental Impact Study." File: A16 The Administrator advised that he has discussed the project with staff from the Ontario Federation of Agriculture,who will be responsible for most of the work. Bayham staff will gather and submit the required information and meet with OFA staff as necessary. File: L.5.1 There was consensus that there have been significant increases in municipal insurance premiums across the province compared to the 4.8% ($6,000) increase for Bayham. 2013-563 Moved by: Councillor E Ketchabaw Seconded by: Deputy Mayor C Evanitski 'THAT the 2014 Municipal insurance program be obtained from Frank Cowan Company Limited in accordance with the offer to renew dated December 16, 2013, at a total premium of$108,943 plus applicable taxes."
