The regular meeting of the Council of the Municipality of Bayham was held on
Thursday, October 16, 2014 in the Council Chambers. Present were Mayor Paul Ens,
Deputy Mayor Cliff Evanitski, Councillors Wayne Casier, Tom Southwick and Ed
Ketchabaw, Administrator Paul Shipway and Clerk Lynda Millard.
Planning Coordinator/ Deputy Clerk Margaret Underhill and Chief Building Official /
Drainage Superintendent Bill Knifton were in attendance to present their respective
reports and respond to questions from Council.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 7:00 p.m.
2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE
THEREOF
Deputy Mayor Evanitski declare a pecuniary interest in item 5(d).
3. APPROVAL OF MINUTES AND ADDITION OF AGENDA ITEMS

4. DELEGATIONS, STATEMENTS AND UPDATES
1. DELEGATIONS
(a) 7:05 p.m. - Art Lawson, South Central Ontario Region Economic Development
Corporation regarding "update and projects going forward".
Mr. Lawson provided an update on the progress on the SCOR strategies:
#1 infrastructure that fosters economic development;
#2 development of appropriate & required skills to support economic
development including human capital and challenges related to attracting and
maintaining workers for hard to fill positions;
#3 sector development with the focus on agriculture & food through the food hub, by
encouraging business from the 416 area, on-line sales and product distribution.
Mr. Lawson advised of the availability of over$2 milllion available for investment
through the Sand Plains Community Development Fund. He also responded to
questions from Council.

provided by Art Lawson, representing the South Central Ontario Region
Economic Development Corporation be received for information."

Council was supportive of the Administrator's initiative in sending a letter of response
regarding withdrawal of rural broadband protection.
(d) Correspondence dated October 2, 2014 from Long Point Region Conservation
Authority regarding "LPRCA Board Structure".

(9) Correspondence dated September 22, 2014 from Municipality of Killarney
regarding "OPP Billing Model Resolution".

Councillor Southwick questioned how policing services were billed in unregulated areas.
Administrator Shipway responded that the Province provides funding to the
neighbouring municipalities to pay for these services.
Staff was requested to research and provide further information regarding the allocation
of police services funding in these areas to Council.
(h) Correspondence from Paul Vyse regarding "Optimist Club of Ottervalley Port
Burwell".

presented in their correspondence dated October 2, 2014."

Recreation Society for over 25 years."

(a) Staff Report D2014-027 regarding "Bergen Consents E68/14 & E69/14".

that Consent Application E68/14, submitted by Peter and Anne Bergen, be
granted subject to the following conditions:
1. copy of the final survey of the severed and northerly created lot be
provided to the municipality
2. the northerly created lot be rezoned to a site-specific Hamlet
Residential HR-##Zone to permit an undersized lot frontage
3. Sewer Connection Permit and installation for the northerly created lot
4. water quantity testing on the northerly created parcel meeting the
provincial standards for residential use, as a matter of public health and
safety
5. water quality testing report on the northerly created parcel for nitrates
and bacteria content meeting the provincial standards for residential use,
as a matter of public health and safety
6. grading plan for surface water management for the northerly created lot
7. confirmed access to County Road 19 for the northerly created lot

(a) Memorandum regarding "Request for Reconsideration from Community
Centres Committee".

Concerns were raised that the integrity of the Straffordville Community Centre facility
may be compromised should the drainage issues not be addressed before winter
freeze-up.
The Administrator commented that it is believed that the Big 0 tile may be crushed and
the downspouts are not able to take the water away properly. Discussion followed.

"THAT the Council of the Municipality of Bayham agree to reconsider the
decision to defer repairs to the Straffordville Community Centre to the new
Council and further discuss the drainage issues."

524 Port Burwell regarding "Rembrance Day Parade and Services".

"THAT the Council of the Municipality of Bayham approves the request by
the Royal Canadian Legion Branch 524 Port Burwell for permission to use
the streets within Port Burwell for the Remembrance Day Parade to be held
Sunday, November 9, 2014 at 2:00 p.m., subject to the provision of proof of
liability insurance coverage in the amount of$2 million;
THAT Wellington, Robinson and Pitt Streets, from the Legion to the
Cenotaph, be temporarily closed during the parade between 1:30 p.m. and
3:00 p.m.;
THAT the County of Elgin be requested to approve use of Wellington Street
from Victoria to Robinson;
AND THAT the Bayham Public Works Manager be directed to provide the
necessary provisions for traffic control and safety."
