CALL TO ORDER Chief Administrative Officer Thomas Thayer assumed the Chair and called the meeting to order at 5:00 p.m. Chair Thayer requested that in the absence of Committee Chair Weisler, the present members of the Waterfront Advisory Committee appoint from themselves a Member to chair the April 20, 2026 Meeting. Committee Member Donnell nominated Committee Member Wolfe to be Chair. Committee Member Wolfe nominated Committee Member Donnell to be Chair. Committee Member Wolfe did not allow her nomination to stand. Committee Member Donnell allowed her nomination to stand. Moved by: Committee Member Wolfe Seconded by: Committee Member Franklin THAT Committee Member Donnell be appointed as the Chair of the April 20, 2026 Waterfront Advisory Committee meeting. ADJOURNMENT Moved by: Committee Member Wolfe Seconded by: Committee Member Franklin THAT the Waterfront Advisory Committee Meeting be adjourned at 5:48 p.m. CARRIED CHAIR CLERK MEMO WATERFRONT ADVISORY COMMITTEE TO: Waterfront Advisory Committee FROM: Cindy Howard, Interim Chief Administrative Officer DATE: August 10, 2026 MEMO: WAC-07/26 SUBJECT: 2026 BEACH TOUR BACKGROUND The Waterfront Advisory Committee meeting traditionally has a beach tour at the meeting held during the summer months. The August meeting is to be scheduled to start at the Port Burwell Marine Museum located at 20 Pitt Street and move to a the East Beach for a beach tour, weather permitting. DISCUSSION The August 10, 2026 Waterfront Advisory Committee Meeting will kick-off at the Port Burwell Marine Museum located at 20 Pitt Street for committee discussions, then move to the Port Burwell East Beach (weather permitting) for a general Beach Tour. General operational topics during the Beach Tour will include maintenance, signage/flags, bioswales, and the 2026 paid parking program. There may also be high-level reference to ongoing and future capital works. Discussion will also include dune restoration works from fall 2025 through the Long Point Biosphere Region and potential for further expansion of the dune restoration program or similar ideas for environmental stewardship at the East Beach. The Beach Tour will be led by the Manager of Public Works|Drainage Superintendent, who oversees general beach operations and maintenance for the Municipality. Staff will present an update on the paid parking program as a mid-season informational piece. Staff will discuss successes, challenges, and opportunities for improvement, as applicable. The primary challenge from 2025 was wi-fi capacity, which was addressed in July 2025 and is no longer an issue for beachgoers. In-depth discussion on capital items for the 2027-2036 Capital Budget will take place after the Beach Tour in the Trackless Lounge at the Straffordville Community Centre, 56169 Heritage Line, Straffordville. Any input from the WAC will be communicated to Council at the next Regular Session with a recommendation to refer all WAC comments to the 2027-2036 Capital Budget Special Meeting. Please note that the Beach Tour is weather-dependent. If rain or storms are in the forecast, the Committee will be advised the morning of the meeting, and the Beach Tour item may be handled as a discussion item on Beach operations, which will take place in the in the Trackless Lounge at the Straffordville Community Centre, 56169 Heritage Line, Straffordville. Determination of suitable weather for an on-site beach tour is at the discretion of staff. RECOMMENDATION THAT Memo WAC-07/26 re 2026 Beach Tour be received for information. MEMO WATERFRONT ADVISORY COMMITTEE TO: Waterfront Advisory Committee FROM: Cindy Howard, Interim CAO DATE: August 10, 2026 MEMO: WAC-08/26 SUBJECT: 2027-2036 PORT BURWELL EAST BEACH / PIER CAPITAL ITEMS BACKGROUND Every Q4, Council considers and approves a Capital Budget and 10-year Capital Plan. These items constitute a major policy document for the Municipality, which guides core and non-core infrastructure and similar investment within the 10-year time horizon ensure renew or expand municipal assets for the betterment of the community. The Draft Capital Budget is published on the Municipal website for public consumption in August. Staff generally allocate time in July and August to compile the Draft for publication. At its November 4, 2025 Special Meeting, Council received Report TR-19/25 re 2026-2035 Capital Budget – Draft and passed the following motion, in part: Moved by: Councillor Emerson Seconded by: Councillor Chilcott THAT Report TR-19/25 re 2026-2035 Capital Budget - Draft be received for information; (…) AND THAT consideration be given to funding East Beach capital items using Infrastructure Ontario (IO) debt, subject to receipt of a Report on the paid parking pilot program to come to Council on November 20, 2025 and Council establishing the paid parking program as a permanent revenue source for the East Beach; AND THAT a staff report be presented in 2026 for further discussion for locations of PR-06. The approved-in-principle Capital Budget contained a number of capital projects applicable to the Port Burwell East Beach and Pier. Further to Council's consideration of Report PS-10/26 – Electric Charging Stations, Council directed staff to remove Capital Item PR-06 – Electric Charging Station from the East Beach/Pier Capital Plan and to bring forward a report in 2026 regarding an alternate location for the charging station. Staff have since reviewed potential municipal facilities and recommend that Capital Item PR-06 be reinstated in the 2027-2036 Capital Budget – Draft with the project relocated to the Straffordville Community Centre, which is considered a more appropriate location based on accessibility, year-round public use, and municipal service needs. These items are outlined below, save and except PR-06 – Electric Charging Station, which was removed by Council’s direction by way of Report PS-10/26. FA-09 – Port Burwell East Beach Washroom Expansion – $575,000 (2026 & 2029) PR-11 – East Pier Rehabilitation – $325,000 (2025 & 2026) PR-13 – Beach Accessibility – $50,000 (2027) PR-14 – Beach Shade Structure – $80,000 (2027) DISCUSSION In preparation for the 2027-2036 Capital Budget, staff have commenced preliminary internal discussions regarding East Beach and Pier capital needs over the 10-year term of the Budget. When these discussions take place, Capital Items are sometimes altered in the budget to recognize adjusted priorities and/or costs for Council to formally consider. PR-11 -The East Pier Rehabilitation: This is an item that is subject to fluidity. The engineering portion of the project was delayed indefinitely in 2025, and the funds for same reserved in 2026 because the Department of Fisheries and Oceans – Small Craft Harbours – determined that they have retained ownership of the northern 92 metres. This was the section subject to the rehabilitation works. The funds are currently reserved for other pier-related rehabilitation works and, given this, the balance of the proposed funding for the project may ultimately be removed from the Capital Budget and 10-Year Plan, or funded via debt, serviced by the parking program. Staff do not expect there to be a significant levy impact for this project or another pier-related item. FA-09 -Engineering for the Port Burwell East Beach Washroom Expansion will likely be delayed until 2027. In April 2026, the Municipality issued Request for Proposals (RFP) 26-01 – Municipal Facility Audits. The deliverables for the RFP are due in final form to staff this fall, and the results from the assessment of the existing East Beach washroom will need to be incorporated into the overall expansion project, particularly if the assessment identifies any deficiencies requiring attention in the near term. In anticipation of completing the facility audit, staff are preparing procurement documents to retain a consultant for the design of the East Beach Washroom Expansion, with the procurement process expected to be issued in late summer or early fall 2026. This approach will allow the design phase to proceed once the audit findings have been incorporated into the project scope, helping to maintain project momentum while ensuring the design reflects the condition and future needs of the existing facility. PR-13 – Beach Accessibility: Staff will be revising the proposed capital budget to reflect the current cost of the accessible beach mats. Since the project was originally budgeted, the cost of the mats has decreased significantly. As a result, staff anticipate reducing the project budget to approximately $30,000 for the supply and installation of the accessible beach mats. The mats are proposed to be installed from the existing accessible viewing platform, providing an accessible route to the waterfront and enhancing beach accessibility. The project continues to be identified as a grant-funded initiative; however, should the Waterfront Advisory Committee wish to recommend that the project proceed regardless of grant availability, a recommendation could be forwarded to Council to consider funding the project through the Capital Levy as part of the 2027–2036 Capital Budget. PR-14 – Beach Shade Structure: This project proposes the installation of engineered shade sails over the existing accessible viewing platform at the Port Burwell East Beach. The shade structure is intended to improve user comfort by providing protection from the sun while enhancing the accessibility and usability of the viewing area. At this time, staff have obtained only high-level cost estimates, as the final design and engineering requirements have not yet been determined. The proposed budget will be refined as additional design details and quotations become available during the capital budget process. This project is currently proposed to be funded through the Capital Levy as part of the 2027–2036 Capital Budget. The above-noted items will be further included in the 2027-2036 Capital Budget Draft, scheduled to be before Council this fall. These items are also attached to this Memo for Committee review. At this time, Council has not directed obtaining a debt instrument to fund East Beach/Pier projects using revenues from the paid parking program. If Council chooses to do so, the funding mechanisms for each respective Capital Item made change accordingly. The recommendation is to receive this Memo for information. However, should the Committee wish to make recommendations on Capital Items not previously referred to Council, the Committee may do so.
