The May 21, 2026 Council Meeting was held using hybrid technologies via Zoom and
livestreamed on YouTube.

Mayor Ketchabaw called the meeting to order at 7:00 p.m.

RFT-26-01 Award — PR-09 Eden Community Park Pavilion

THAT Report PS-09/26 re RFT-26-01 Award — Eden Community Park Pavilion be received for
information;
AND THAT Council award the works outlined in RFT-26-01 to Franklin Construction in the
amount of$97,993.48+HST;
AND THAT the Parkland Reserve be utilized to fund the estimated cost on this project, including
completion of any additional costing, to an upset limit of$16,000;
AND THAT the appropriate by-law for the tender award be brought forward for Council's
consideration.

THAT Report DS-20/26 regarding the VanQuaethem rezoning application ZBA-04/26 be received
for information;

AND THAT pursuant to Planning Act Regulations Bill 73 Smart Growth for our Communities Act,
2015, it be pointed out that at the public participation meeting held May 7, 2026, associated with
this application, there were no oral presentations and no written public submissions regarding this
matter;
AND THAT all considerations were taken into account in Council's decision passing this
resolution;
AND THAT zoning By-law No. Z456-2003, as amended, be further amended by changing the
zoning on the subject property municipally identified as 7923 Coyle Road, from Agricultural (All-A)
to Site-Specific Rural Residential (RR-56) and from Agricultural (Al-A) to Special Agricultural
(A2), in order to implement a surplus farm dwelling severance and prohibit new residential
dwellings on the retained agricultural parcel.
The amendment to the severed lands includes a site-specific provision as follows:
• Section 7.4 to permit a Minimum Lot Frontage of 39 metres, whereas 50.0 metres
is required.
AND THAT Zoning By-law No. Z824-2026 be presented to Council for enactment.

delegation of powers and duties of Council of the

for the year 2026
C. By-law No. 2026-031 Being a By-law to establish a levy for the year 2026 to adopt
tax rates, provide for penalty and interest in default of
payment and the collection thereof
