HomeMy WebLinkAbout120425 Council Highlights December 4, 2025 Council Highlights Development Applications One development report was presented for consideration: • ZBA-23/25 Heritage Grown Inc. Rezoning Application Council approved the application. The by-law to confirm the approval was adopted later in the meeting. LPRCA Budget Council received the draft budget from the Long Point Region Conservation Authority. The draft included an increase to Bayham’s portion by $725, or 0.68 percent. Council resolved to submit correspondence to the LPRCA, asking to have Bayham’s portion reduced to 0 percent for 2026. Correspondence Received Council received a number of pieces of correspondence related to further legislative changes affecting municipalities. Much discussion was had in regards to Bill 60. Specifically, changes that would require local service policies for any municipality that levies development charges, and the newly-introduced Water and Wastewater Public Corporations Act, 2025, that may provide the province the ability to establish municipal service corporations for water-related systems without the usual public consultation and public oversight. 2026 Rates and Fees Update The Clerk presented a report on annual, recommended rates and fees changes for 2026. The recommendations included previous direction on paid parking rates at the East Beach, new telecommunications permitting fees, increased garbage bag tag rates, signage fees for Additional Residential Units (ARUs), and private stormwater connection charges. Planning and water/wastewater fees were also recommended to increase by October CPI. Council approved the changes. A by-law to confirm the changes will be presented to Council on December 18, 2025.
