Council Highlights
Port Burwell East Beach Paid Parking Program
Council received a report following the season of the pilot paid parking program at
the Port Burwell East Beach. The report included a lot of data from the program
showing a net revenue of $99,806.47 and less expenses, a total of $61,553.01 to be
surplus. Council directed the program to become permanent with the same hourly
and daily rates but also passing the HST and fees through to the users which will
slightly increase the overall rates. Seasonal resident passes will continue into 2026 at
no cost to Bayham residents. Council also established a non-resident seasonal pass
for users to utilize on Mondays through Thursdays at a rate of $72 plus HST and
fees.
Petition for Drainage – Pine Street
A petition for drainage was filed for the lands on the south side of Fulton Street
between Pine Street and Union Street. These lands are currently under review for a
Plan of Subdivision and the drainage would be a condition of the application should it
be approved. Council appointed Spriet Associates Ltd. Engineers to prepare a report
on the proposed drainage area.
Development Reports
Two development reports were presented for consideration:
• ZBA-22/25 Weber Rezoning Application
o Approved and by-law passed later in the meeting
• E69-25 Teichroeb Exteriors Inc. Consent Application
o Recommended approval with conditions to the Elgin County Land
Division Committee
Social Media Update
The Clerk presented a report to formally update Council on the status of the Bayham
Facebook page. It was launched in Q1 2025 but has not been active since its launch
due to a number of administrative challenges that ultimately were unable to be
conquered due to recent changes in Meta’s terms and conditions. Council agreed to
continue with using the Website and Voyent as the main online communication
platforms and if any further updates arise for other social media use, potentially
partnering with the County, to report back with information.
Indemnification By-law
The CAO presented a report to consider an indemnification by-law that ensures
members of Council, staff, and volunteers are protected by the Municipality in legal
proceedings that are commenced against them by third -party entities arising out of
the good faith and honest performance of their duties. Council adopted the by -law
later in the meeting.
Group Benefits Consultant
Bayham’s benefit plan is part of a group with Elgin County and other lower -tier
municipalities to increase buying power and decrease overall premiums paid by the
municipality. Elgin County put out a Request for Proposal (RFP) for a group benefits
consultant and ultimately accepted the proposal from a new consultant named
PeopleCorp. The other lower-tiers can choose to also switch or stay with the current
benefits consultant, Mosey&Mosey.
The staff report recommended Bayham to stay with Mosey&Mosey and Council
approved.
