Waterfront Photo Contest Awards
The Photographers of the Otter Valley partnered with Bayham’s Waterfront Advisory
Committee, the Aylmer Express, and the Straffordville Library to host a Waterfront
Photo Contest which ran from June 15th to September 22nd this year. There were four
(4) prizes to be awarded and the finalist were presented their cheques at this
meeting.
Consent Applications
The following consent applications were recommended to be granted with conditions
to be considered by the Elgin County Land Division Committee:
• E61-25 Rempel, 6657 and 6659 Plank Road
• E58-25 and E59-25 J&S Farms Inc, 15 Oak Street
Civic Addressing and Road Naming Policies
Two (2) policies were presented and adopted to help streamline and strengthen civic
addressing and road naming processes.
Water on Glen Erie Line
Correspondence was submitted from residents on Glen Erie Line requesting water
services to be extended to their properties. Council directed staff to connect with the
residents with an estimate on costs for this and to report back to Council on the
matter.
Elgin County Centralized Planning Services
A report was presented following previous presentations from Elgin County staff for
the possibility of utilizing County Planning Services instead of an external contractor
for our Planning matters. Direction was provided to transition to utilizing the County
for Planning Services in 2026 with legacy files to be completed by the current
contractor Arcadis until complete. A service agreement will be presented at a fut ure
date for enactment.
Ontario Clean Water Agency (OCWA) Transition for Water/Wastewater
Operations
With the upcoming retirement of the Manager of Capital Projects / Water/Wastewater
and other emerging areas of interest, Council authorized the transition of water and
wastewater operations and maintenance for the Richmond Community Water Suppl y
System, the Municipality of Bayham Distribution System, the Port Burwell
Wastewater Collection System and the Port Burwell Wa stewater Treatment Plan to
OCWA effective January 1, 2026.
As part of this report, Council also endorsed the Operational Plan for the Municipality
of Bayham Drinking Water Systems.
Temporary Use and Demolition Agreement, Baird 56869 Howey Line
Council received an informational report to note that a Temporary Use and
Demolition Agreement had been issued to Owen and Renee Baird for 56869 Howey
Line.
Recommendations from the Waterfront Advisory Committee
Council supported a recommendation from the Waterfront Advisory Committee to
include $250 in the 2026 Operating Budget to provide awards for another Waterfront
Photo Contest in 2026.
