HomeMy WebLinkAbout090425 Council Highlights September 4, 2025 Council Highlights County Road Speeding Motion Councillor Chilcott presented a Motion regarding speeding issues on County roads. Council was supportive of the motion and resolved to request the County to : 1. Review and analyze the data collected from the traffic counters placed on Plank Road in Eden; 2. Forward the data to the Elgin OPP Detachment Board for enforcement action; 3. Initiate discussions with all Local Municipal Partners on traffic concerns on County roads; and, 4. Explore mitigation strategies including automated enforcement options, possibly as a pilot program across the County of Elgin. Development Reports Council received one report regarding development applications:  Zoning Amendment ZBA-19/25 Bonney and Cadman 13540 Bayham Drive The application was approved by Council and the by-law was adopted later in the meeting. Correspondence on Voting Method Council received correspondence from John Regan, requesting that Council reconsider the method of vote for the 2026 Municipal Election. At a previous meeting, Council defeated a motion on internet and telephone voting and instead proceeded with traditional paper ballot, hand-count, as in previous elections. Council had deferred this item to the September 4, 2026 meeting due to Councillor Froese being absent in August. Council took no action on this item and received it for information only. 2026 Council Schedule The Clerk presented the 2026 Council Schedule. The schedule includes two Regular Meeting each month on the first and third Thursdays, except for January, July, and August, which only have one meeting each. 2026 is an election year. Staff proposed that the second November meeting (November 19, 2026) will be the Inaugural Meeting for the new term of Council. Council approved the schedule. Asset Management Plan Financial Strategy Council approved the Asset Management Plan Financial Strategy. The Strategy includes approaches to fully fund Bayham’s capital portfolio over a 25 -year period, which full funding being reached in 2049. The Strategy will require a tax levy increase of 4.9 percent annually to reach the goal. Council resolved to consider this requirement in upcoming budget cycles. The Strategy will be posted on the website for public consumption, and forwarded to the Ministry to satisfy requirements under Ontario regulations for asset management planning in the public sector.
