HomeMy WebLinkAbout082125 Council Highlights August 21, 2025 Council Highlights By-law Enforcement Service Mid-Year Report The CAO presented a mid-year report on by-law enforcement services. The report covered January 1 through June 30. Complaints are up ~22 percent from 2024, and the number of parking tickets issued is up in support of Bayham’s paid parking pilot at the East Beach. 183 of the 198 tickets issued in the first half of 2025 were directly related to the Beach. Port Burwell and Vienna continue to file the majority of the complaints in the municipality. By-law staff have also approved over 1100 seasonal parking passes for the Beach paid parking pilot. Quotation Award – RFQ 25-01 Straffordville Community Park Storage Building Upgrades Council accepted the quotation from Franklin construction in the amount of $27,534.89+HST for upgrades to three storage buildings in the Straffordville Community Park. These works will start in late September or early October should be completed before the end of the year. Development Reports Council received two reports regarding development applications:  Official Plan Amendment OPA-01/25 and Zoning Amendment ZBA-17/25 Dujardin 56149 Glen Erie Line  Official Plan Amendment OPA-02/25 and Zoning Amendment ZBA-18/25 Vyn 11045 Bayham Norfolk Boundary Road Both applications were approved by Council. The by-laws for the Official Plan Amendments were adopted and will be forwarded to the County for approval. The rezoning by-laws were also approved, and will come into force when the OPAs are approved at the County level. Correspondence on Voting Method John Regan submitted correspondence, requesting that Council reconsider the method of vote for the 2026 Municipal Election. At a previous meeting, Council defeated a motion on internet and telephone voting and instead proceeded with traditional paper ballot, hand-count, as in previous elections. Council deferred this item to the next Regular meeting due to Councillor Froese being absent and the desire to consider the matter when all Members could be present. 2025 Mid-Year Parkland Dedication Council requested a mid-year report on the status of the Parkland Reserve. The intent was to evaluate the uncommitted funds in the reserve to see if it would be possible to move a pavilion project in Eden and/or Richmond forward in the budget. Council directed discussion on this matter to the upcoming November 4, 2025 Capital Budget meeting at the recommendation of staff. With the Straffordville Community Centre expansion project currently out for tender, it is unknown how much of the reserve will be required to support the project. The SCC expansion tender award will be considered by Council before the Capital Meeting and will provide some clarity about available funds for 2026. 2025 Mid-Year Report – Community Strategic Plan Progress The CAO presented their usual mid-year Community Strategic Plan Progress report to Council. Staff continue to work diligently to execute Council’s priorities. The CAO advised that parking fee revenues generated through the paid parking pilot are currently above projection and likely to continue to growth through September. A report will return to Council on this matter in Q4. The 2027 Capital Budget will include an Item for a Strategic Plan update, which will set priorities for the new Council term. Committee Matters Council received recommendations from the Waterfront Advisory Committee. Council was supportive of ongoing discussion between the Municipal and appropriate agencies on a dune grass projects adjacent to the east bioswale at the Beach. Council also referred the Capital Item regarding the electric charging station to the Capital Budget deliberations due to a recommendation to relocate the Item somewhere else in Port Burwell. Council was also supportive of empowering staff to investigate how to consolidate signage at the Beach. Council also appointed Dean Franklin to the WAC vacancy left by Serge Pieters’ resignation.
