Council Highlights
Wastewater Treatment Plant Capacity
Council received a lengthy information Report from the Manager of Capital Projects /
Water & Wastewater regarding current and remaining capacity at the Wastewater
Treatment Plant (WWTP) in Port Burwell.
The Report identified that significant development interest and increased wet weather
events have increased the allocated capacity at the WWTP to near the 90 -percent
threshold established by the Ministry of the Environment, Conserva tion and Parks
(MECP). This threshold is 90 percent of the WWTP’s design capacity and
necessitates expansion or development moratorium discussions. The Report also
noted a number of subdivision applications having been received by the Municipality
so far in 2025, which, if approved, will put the WWTP around 93 -94 percent.
Further information will be coming to Council later this year from staff and Arcadis
regarding mechanisms to address the remaining capacity, including the potential for
allocation to certain serviced areas of Bayham, enforcement of private sump pump
connection removal from the sanitary system, and process for implementing a
development cap on the system, if necessary.
Development Applications
Council received three (3) reports regarding development applications:
Consent Application E24-25 Heritage Grown Inc. 57238 Light Line
Rezoning Application ZBA-15/25 Neufeld 56132 Howey Line
Rezoning Application ZBA-27/24 1498855 Ontario Inc. 92 Edison Drive
Council recommended the Heritage Grown Inc. consent application for approval to
Elgin County Land Division Committee. The two rezonings were approved by
Council, with by-laws adopted later in the meeting.
The 1498855 Ontario Inc. rezoning by-law was a repeal-and-replace of the by-law
adopted on May 15, 2025 to remove a permitted use from the property. The Official
Plan Amendment associated with the file will be considered by Elgin County later this
month.
2025 Municipal Assistance – Second Intake
The Clerk advised that only one Municipal Assistance application was received
during the second and final official intake for 2025.
Council approved the request from the Port Burwell Legion in support of their
Remembrance Day Parade, scheduled for November 9, 2025.
CAO Reports
The CAO presented two Reports to Council:
Site Plan and Development Agreement – 32 Robinson Street, Port Burwell
2026 Bag Tag Program
The site plan and development agreement Reports was presented to Council as an
information item as the CAO has delegated authority to enter into site plan and
related development agreements under By-laws No. 2025-008 and 2024-049.
Regarding the 2026 bag tag program, Council resolved to move Bayham to a non -
expiring bag tag, and increase the price of additional bag tags from $2.00 to $2.50.
Council did not change the allocation of bag tags for 2026. Eligible residential
properties will still receive 52 tags. Eligible commercial properties will receive 86 tags.
Eligible agricultural properties will receive 16 tags.
