Council Highlights
2024 Consolidated Financial Statements
Bayham’s auditor, Rob Foster, Graham Scott Enns LLP, was present at the meeting
to present the 2024 Consolidated Financial Statements to Council. Mr. Foster was
very positive about the financial health of Bayham and believes Bayham is in great
shape to tackle new projects moving forward.
Mr. Foster congratulated staff, Council, and the public on the retirement of the Ojibwa
debt. This will be properly accounted for in the 2025 Consolidated Financial
Statements next Q2.
Development Applications
Council received three (3) reports regarding development applications:
Rezoning Application ZBA-02/25 Van Ittersum 12011 Elliott Road
Consent Applications E94-24 and E96-24 Yu 55 Wellington Street
The Van Ittersum rezoning was approved by Council. A By-law to authorize the
amendment was approved later in the meeting. The Yu Consents were
recommended for approval to Elgin County Land Division Committee with a
combined 19 conditions between the two applications.
Treasurer Reports
The Treasurer presented three Reports to Council:
2026 Budget Schedule
Banking Services Agreement
Municipal Auditor Appointment
Council set the budget consultation period from June 5-September 30, 2025. The
2026-2035 Capital Budget meeting will be on November 4, 2025. The 2026
Operating Budget meeting will be on January 6, 2026.
Council authorized new agreements for banking services with RBC Royal Bank, and
auditor services with Rob Foster, Graham Scott Enns, LLP. Both agreements are on
five-year terms. These items will return before Council in Q1 2030 for renewal or
procurement. By-laws to formalize these arrangements were adopted later in the
meeting.
CAO Reports
The CAO presented three Reports to Council:
Site Plan Extension – Latimer 54296 Heritage Line
Site Plan Agreement – Tito’s Pizza 6231 Plank Road
Letter of Support – Health and Safety Water Stream (HSWS)
The two site plan Reports were presented to Council as information items as the
CAO has delegated authority to enter into site plan and related development
agreements under By-law No. 2025-008.
The HSWS grant program is open until June 26, 2025. Municipalities can apply for
funding for water, wastewater, storm water, and solid waste projects to su pport
housing. Bayham is working with Malahide and Central Elgin on a joint application for
rehabilitation of 7 kilometres of the Nova Scotia Line transmission main, which comes
at an estimated cost of $21 million.
Council was asked to provide a Letter of Support for this application as one of the
three collaborating municipalities. Council authorized that the Mayor provide a Letter
of Support. Staff are looking forward to working with Malahide and Central Elgin on
this very important application for Bayham water users.
