Council Highlights
Award of Elgin County Tender RFT 2025-T13 re 2025 Roads Surface Treatment
Council received a Report regarding an Elgin County tender for road surface
treatment. The Tender was issued for multiple municipalities to partner on joint
procurement for 2025 projects.
Council was supportive of proceeding with Duncor Enterprises Inc. for 2025 surface
treatment projects. The total cost to Bayham will be $95,634.00 plus HST, which is
below budget estimates.
Award of RFP 25-01 Self Contained Breathing Apparatus Replacement
Council received a Report from the Fire Chief regarding a Request for Proposals
(RFP) for Self Contained Breathing Apparatus Replacement. Originally, this was an
item in the Capital Budget spread over three years at a total cost of $512,000.
However, Council authorized staff to issue an RFP for single-year procurement in an
attempt to save money through bulk purchasing.
Five RFP bids were received, and Council awarded the RFP to A.J. Stone
Company Ltd. in the amount of $361,845 (+HST). A portion of the funds will be
taken from the Fire Reserve. These funds will be replenished in the 2026 Capital
Budget.
2025 1st Quarter Reports
Each April, Council receives standard Q1 Reports from the following departments:
Building
Drainage
Finance
Q1 Building reported activity slightly ahead of Q1 2024, which resulted in a very
strong building year for Bayham.
Q1 Drainage reported continued new and maintenance projects on various drains in
Bayham, which is a result of a shift from a reactive drain maintenance approach, to a
proactive approach.
Q1 Finance noted that much of the expenses and revenues to-date are in line with
expectations. An outlier is Development Services revenues. Q1 reported that
$107,113 in revenues have been received so far by the Planning department, which
is 87 percent of the 2025 budgeted revenue.
It is shaping up to be a very busy development year in Bayham!
Rezoning Application ZBA-09/25 Agoston, 54239 Eden Line
Council received one (1) report regarding a Zoning By-law Amendment:

This application was approved by Council, and the By-law to authorize the
amendment was approved later in the meeting.
2026 Municipal Election Method
Council received a Report from the Clerk regarding the Method of Vote for the 2026
Municipal Election. The Report discussed the historical vote patterns and methods for
the previous Bayham election, and then spoke to the costs associated with various
vote methods based on 2026 estimates.
While the Report recommended a shift to internet/telephone voting, Council opted to
defer the Report to May 1, 2025 meeting, wishing to seek additional information prior
to making a decision. The Report will return to Council on May 1, 2025.
