Annual By-law Enforcement Report – 2024
The By-law Enforcement Officer presented the 2024 Annual By-law Enforcement
Report to Council. The level of service in 2024 was consistent with 2023’s levels, and
a marked improvement from 2022, which confirms improvements to service delivery
through the Municipality’s shared service with Malahide.
83 percent of complaints were actioned with five business days.
91 percent of complaints received in 2024 have been closed.
Staff are looking forward to a productive 2025, and are currently working with HONK
Mobile on the paid parking pilot. More information on this pilot program will be coming
out shortly on the website.
Single-Year Procurement – Capital Item No. FD-05, SCBA Replacement
The Fire Chief presented a Report to Council, seeking authority to issue a Request
for Proposals for SCBA replacements in a single-year procurement rather than over
three years. The benefits identified in the Report are potential bulk-purchase cost
savings to the Municipality, and the ability to procure before updates to NFPA
standards.
Council authorized the single-year procurement, with uses of additional funds as
needed from the following reserves:
Fire Reserve $222,399
Rate Stabilization Reserve $132,080
If either reserve is used for this procurement, it is expected that a reserve transfer
back into the reserve will be budgeted for in 2026.
Tender Award RFT 25-01 Supply & Apply Dust Control
Council awarded a three-year contract to 552976 Ontario Limited for the purposes of
supplying and applying calcium chloride dust suppressant to Municipal roadways for
2025 through 2027. The tendered and approved price of $500+HST/flake tonne is a
significant increase from the last Agreement.
Development Reports
Council received three (3) reports regarding Zoning By-law Amendments:
Rezoning Application ZBA-04/25 Fehr 11010 Culloden Road
Rezoning Application ZBA-05/25 1830567 Ontario Inc. 55942 Maple Grove
Line
Rezoning Application ZBA-06/25 Wood 9837 Coyle Road
All three applications were approved by Council. By-laws to authorize the
amendments were approved later in the meeting.
Two Stop-Up, Close and Convey Reports
Council approved the stop-up, close, and convey of Part 1 on Plan 11R-11305 – Part
of Fourth Street – to the Trustees of the Straffordville Evangelical Mennonite Church
(EMC) for nominal consideration. No public comments were received on this file. The
Straffordville EMC is responsible for all legal and survey costs associated with the
conveyance.
Council also directed staff to proceed with the Municipal procedures for a stop -up-
close, and conveyance of a part of the Erieus Street road allowance south of Brock
Street. A portion of the boulevard was proposed for conveyance to Mike and Kim
Emberson to remove the ongoing encroachment. This process will require a survey,
appraisal, and comment period, which have yet to commence.
Sole Source Capital Item No. PW-33 Lakeshore Line Study
Council authorized the sole source of Capital Item No. PW -33 – Lakeshore Line
Study – to Shoreplan Engineering Limited based on their total quoted amount of
$29,500 + HST and disbursements. Shoreplan will be studying erosion patterns
along a stretch of Lakeshore Line this year. Erosion affects numerous properties
along Lakeshore Line, and the road allowance itself. It is expected that results of the
study will inform matters along Lakeshore Line in coming years.
