Council Highlights
Retirement of the Ojibwa Debt
The Treasurer presented a Report to Council recommending retirement of the
remaining $4,073,431.49 in debt associated with the HMCS Ojibwa. The Municipality
has been working hard over the last few years to reserve funds to either pay off or
significantly pay down the remaining debt when the 10-year term expires in March
2025 and the Municipality is required to refinance or retire the loan.
At the meeting, Council directed the retirement of the debt in full by using the funds
from the Guarantorship Reserve. Council then enacted a by-law to authorize the debt
discharge later in the meeting, effectively paying off the loan fifteen years earlier than
planned.
These actions by staff and Council effectively satisfy the last financial obligations
Bayham has to the Ojibwa. As of 2026’s budget, Bayham will be able to move
forward with its entire debt capacity available for important capital projects.
Council and staff thank the residents for their patience and understanding as we’ve
worked towards this goal!
2024 Fire and Emergency Services Annual Report
The Fire Chief presented to Council the 2024 Fire and Emergency Services Annual
Report. The Report confirmed that 2024 was the busiest year for the Municipality’s
fire and emergency services, with the highest rate of calls being for medical
emergencies. The Fire Chief advised of the grants received to support key projects,
and further made mention of 2025 priorities, which involve ongoing training and
certifications for firefighters to mean ever-changing Provincial requirements.
2025 Agreement Renewals
Council received a Report from the Manager of Public Works regarding 2025
Agreement renewals. The following Agreements were renewed for 2025:
Agreement No. 0760 – Underhill Trucking for the provision of Various
Works Associated With Construction and Operation Maintenance
Agreement No. 0733 – Johnston Bros. Ltd. for the provision of Supply &
Placement of Granular Materials
Agreement No. 0743 – Simply Scoops for the provision of East Beach
Concession Food Booth Services
Agreement No. 0762 – Guild Electric Limited for the provision of Line
Painting Services
Agreement No. 0814 – Mobil Services Inc. for the provision of Bridge
Washing
Agreement No. 0645 – Koolen Electric for the provision of Preventative
Maintenance Works associated With Various Facilities
Council was supportive of the renewals.
Development Reports
Council received two (2) reports regarding Zoning By-law Amendments:
ZBA-03/25 Underhill Farms Ltd. 55032 Vienna Line
ZBA-10/25 Redecop and Wiebe, Vienna Ridge Subdivision
Both applications were approved by Council. By-laws to authorize the amendments
were approved later in the meeting.
Relinquish Interest in a Road Allowance
The Chief Administrative Officer presented a Report seeking approval and direction
to relinquish interest in an unopened and unnamed road allowance in Bayham (Part
2 on Plan 11R-5255). Council approved a by-law to relinquish interest in the Part of
the road allowance.
