HomeMy WebLinkAbout022025 Council Highlights February 20, 2025 Council Highlights 2024 Drinking Water Compliance Reporting The Manager of Capital Projects presented an annual report required under legislation. The report addressed compliance of the Bayham and Richmond water systems. Both systems scored 100 percent in 2024. The report also identified upcoming capacity issues in Richmond. Staff will be returning before Council with costs for options to expand capacity in Richmond. Updated Traffic and Parking By-law The By-law Enforcement Officer presented an updated Traffic and Parking By-law for Council to consider. The updates in the by-law were proposed to improve legislative authority and ensure that the paid parking pilot program was properly captured and supported before formal implementation. After discussions, the report was received and the by-law was adopted by a 3-2 split vote. Bruce Street Dedication The Planning Coordinator presented a housekeeping report to council to adopt a portion of Bruce Street, Eden, as a part of the public highway system to permit the sale of lots and ultimate construction of houses at the Eden East subdivision. Council adopted a by-law later in the meeting to dedicate part of Bruce Street as a part of the public highway system. Treasury Reports Two reports were presented by the Treasurer regarding 2024 development charges and 2024 investments. The Municipality had a very good building year in 2024, which resulted in significant development charge revenues for the wastewater system. The Municipality will be using $250,000 in development charge revenues to fund the Eden Pumping Station Expansion in 2025. Bayham also had a very successful year with its investments. The report identified that over $465,000 in general reserve interest was accrued, which added significant revenue to the Municipality. At a Special Meeting on February 27, 2025, Council will receive the next round of Treasury reports. CAO Reports The Chief Administrative Officer presented a pair of reports to Council. One was to approve an agreement required under the Ontario Building Code, and the second was to authorize the acquisition of part of Fourth Street, Straffordville, which was under private ownership, to stop-up, close, and convey it to the Straffordville Evangelical Mennonite Church. The Municipality would be assuming no costs for the transactions. Council approved both reports. Letter of Support – Legend Rubber Legend Rubber provided correspondence to Bayham Council regarding a request for a Letter of Support for their application to the Southwestern Ontario Development Fund. The CAO advised that this is the same general request received and approved by Council in 2024 for Phil Mauer. Council authorized the Mayor to prepare a Letter of Support for Legend Rubber in support of their Southwestern Ontario Development Fund application.
