Council Highlights
Presentation by HONK Mobile
John Cherewko and Mia Brown from HONK Mobile were present virtually at the
meeting to present HONK Mobile’s platform and paid parking solution for the Port
Burwell East Beach. Staff advised before and after the presentation that a follow-up
Report would be coming back to Council on January 16, 2025 on paid parking
solutions. This Report was directed by Council earlier in 2024 and was awaiting
estimates on beach usership acquired by Public Works.
Motions from Councillors
Two (2) Councillor motions were considered.
Councillor Chilcott presented a motion to allocate the remaining $1,000 from the
Municipal Assistance budget equally to the Straffordville and Port Burwell Public
School nutrition programs. Council supported the motion.
Councillor Froese presented a motion to formally repeal the Municipality’s Non-Union
Work-From-Home Policy. After much discussion and staff input, Council voted 3-2 to
repeal the Policy.
Tender Award for Portable Washrooms
The Municipality issued a tender for Portable Washroom Supply, Placement, and
Cleaning services for 2025-2028. The tender included 11 total units as a base
procurement, with costing provided for other additional units as required.
The Municipality received three (3) bids. Environmental E360 is the current service
provider and submitted the lowest overall compliant package for consideration.
Council awarded the contract for 2025-2028 Portable Washroom Supply, Placement,
and Cleaning services to Environmental E360 Solutions Ltd.
Tender Award for North Street Drain Construction
The Municipality, through its engineer, issued a tender for the construction of the
North Street Drain in Vienna. Four (4) tender submissions were received. The lowest
compliant bid was from Froese Excavating Ltd. for $132,944.50+HST, which was well
below the estimated construction costs for the drain.
Council awarded the North Street Drain tender to Froese Excavating Ltd.
Development Services Reports
Council received three (3) reports for consent applications:
• Consent E2-25 1830567 Ontario Inc. 55942 Maple Grove Line
• Consent E3-25 Harms 20 Elm Street
• Consent E5-25 Hiebert 9215/9217 Alward Street
All three applications received Council’s support and recommended approval to the
Elgin County Land Division Committee.
Council also received a Report from the Planning Coordinator/Deputy Clerk regarding
residential building heights in R1 and R2 zones. The current maximum is 7.0 metres.
The Report identified some potential operational issues that would stem from a
higher maximum from the Fire department. Council requested additional information
on operational impacts and potential solutions and costs.
Approval of Two Policies
Council received Reports on a Social Media Policy and a Facility Rental Policy. Both
Policies were adopted as presented, and a by-law to formalize the Social Media
Policy will be returning to Council on January 16, 2025. A by-law to adopt the Facility
Rental Policy was adopted at this meeting by By-law No. 2024-078.
The Municipality will be creating a ‘post-only’ Facebook presence in Q1 2025 to
implement the Social Media Policy.
Sale of Two Parts of John Street, Vienna
Council received a Report and draft By-law to convey parts of John Street in Vienna.
Parts 1 and 2 on Plan 11R-10901 were considered for disposition in 2022 and the
surplus and comment period were completed at that time. The stop-up and close was
handled on December 12, 2024 while the draft Agreements of Purchase and Sale
were in circulation to the purchasers.
Council adopted the conveyance by-law. Parts 1 and 2 on Plan 11R-10901 are to be
sold to the abutting landowners for $15,000 each. The Agreements have since been
fully executed. The Municipality will have the funds before the call date on the Ojibwa
principal, and Council may ultimately wish to use the funds as a Reserve allocation to
assist in paying off the debt.
Adoption of 2025 Rates and Fees By-law
Council adopted new rates and fees for 2025 by By-law No. 2024-077. The new rates
and fees take effect on January 1, 2025.
