Council Highlights
Special Meeting since December 5th Regular Meeting was deferred
Bayham Water System Financial Plan Approved
Council received the final Bayham Water System Financial Plan for the Bayham and
Richmond water and wastewater systems. The Financial Plan is a key element of
ensuring the Municipality is compliant with Ontario Regulation 453/07 under the Safe
Drinking Water Act, 2002.
Municipal staff will be submitting Council’s resolution and the Financial Plan to the
Ministry of the Environment, Conservation and Parks before the end of the year.
By-law Enforcement Officers Appointed for Overnight Parking
Steve Adams and Jamie Pilkey were appointed as By-law Enforcement Officers to
assist in overnight parking enforcement, particularly during winter operations. Cars
parked on streets overnight during the winter affect the Municipality’s ability to clear
its roads and maintain roads in accordance with the Winter Operations Plan and
Minimum Maintenance Standards.
OPP Detachment Board Request for Funds Approved
The OPP Detachment Board submitted a request to Bayham Council for a
contribution of $5,000 for front-end operational, insurance-related, and legal costs
associated with establishing the Board’s functions and processes. The $5,000 would
be recouped to Bayham in 2025. Council agreed to contribute the $5,000.
Rates and Fees Update
The Clerk and By-law Enforcement Officer presented a comprehensive Rates and
Fees review. Many of the proposed changes/additions were in the by-law
enforcement function to recoup additional staff and resource costs associated with
providing services to gain by-law compliance. An updated rates and fees by-law will
be presented to Council for adoption on December 19, 2024 along with an updated
Facility Rental Policy for consideration.
Rates and fees changes are anticipated to be in force and effect for January 1, 2025.
Consideration of Office Lunch-hour Closure
Council considered a Report from the Clerk regarding the possibility of a lunch-hour
closure for the Municipal office. The closure was proposed for January 1, 2025 and
would ensure increased staff coverage to assist residents during the remainder of the
business day (830-12 and 1-430). Council requested more information from staff and
a Report is expected back in front of Council in March of 2025.
Stop-up and Close of Two Parts of John Street, Vienna
Council received a Report and draft By-law to stop-up and close parts of John Street
in Vienna. Parts 1 and 2 on Plan 11R-10901 were considered for disposition in 2022
and the surplus and comment period were completed at that time.
Council adopted the stop-up and close by-law. A conveyance by-law will be before
Council on December 19, 2024 to formally convey the lands to the abutting
landowners.
2025 Insurance Renewal
Council received a Report from the Chief Administrative Officer in regards to the
2025 Municipal Insurance Program renewal. The premium increase is five percent,
which is $10,568 more than 2024. The majority of the premium increase i s
associated with general liability and property coverages. The total 2025 insurance
premium is $220,387.
Council approved that the 2025 insurance program be obtained from Marsh Canada.
