Development Reports
The Planning Coordinator two Reports to Council as follows:
ZBA-20/24 – Bonney & Cadman
ZBA-25/24 – Pettigrew
All staff and/or Planner recommendations in the in the Reports were approved b y
Council. By-laws to adopt the rezonings were adopted later in the meeting.
Updated East Beach Risk Assessment
The Chief Administrative Officer and Manager of Public Works presented a Report
advising Council of an updated Risk Assessment for the Port Burwell East Beach.
The Report included cost details on 5 Primary Recommendations and 5 Secondary
Recommendations suggested by the Lifesaving Society, including transitioning the
East Beach to a lifeguarded/patrolled beach and installing a barrier around the Pier.
Both of these items come with significant capital and/or operating costs which, as of
now, are not accounted for in the Municipality’s upcoming budget.
Council referred the Report to the 2025-2034 Capital Budget discussions to be held
on Wednesday, November 13, 2024.
Municipal Access Agreements – Xplore Inc. and Xplore Fibre LP
Council requested that a pair of authorizing by-laws be brought back to Council
regarding two Municipal Access Agreements for the installation of rural fibre in
Bayham through the Accelerating High-Speed Internet Program (AHSIP). Xplore was
awarded the contract for Bayham and has started installations in the north end.
Throughout 2025, Xplore will be working to install fibre throughout rural Bayham and
Elgin County, expanding connectivity and providing a higher level of internet service
to residents through this Provincial venture.
