Council Highlights
Award of Marine Museum Washroom Upgrades Tender
Council received a Report on the Tender results for the Marine Museum Washroom
and Accessibility Upgrades. The lowest compliant bid was over budget, however,
Council was able to allocate part of the funding from another public works project to
ensure funding without having to use reserves.
Council approved the bid from PK Construction in the total amount of $94,200 plus
HST. The works are expected to be complete this year, and will use $49,606 in funds
from the Enabling Accessibility Fund, which the Municipality received in 2023.
Winter Operations Plan – Level of Service
Every fall, Council receives an update to the Municipality’s Winter Operations Plan.
Council received the 2024 Winter Operations Plan for the Public Works Department
and it will be published on the website.
2024 3rd Quarter Reports
Building
The Q3 building report was quite positive. The Municipality is on pace for a significant
increase in housing development in 2024, and is already well ahead of the budgeted
building-department revenue. As of September 30, 2024, the Building department
had taken in over $187,000 in permit fees compared to the budgeted amount of
$120,000 for the whole fiscal year.
This year has been a major building success in Bayham!
Drainage
The Drainage Superintendent was busy in the third quarter with a number of
necessary maintenance projects to upkeep various drains around Bayham. Council
was supportive of the Drainage Superintendent’s ongoing efforts to support Bayham
and Council.
Finance
The Treasurer presented the Q3 variance report, which was well-received by Council.
As inflation rates have slowed, the Municipality is beginning to realize savings in
various functional areas and in the Capital portfolio.
Council provided staff direction for a 6 percent levy increase for 2025. The Draft
2025-2034 Capital Budget is available on the website and will be considered at a
Special Council Meeting on Wednesday, November 13, 2024. The Draft 2025
Operating Budget is expected to be public after Council provides formal direction in
regards to the remaining HMCS Ojibwa debt in March 2025.
Development Reports
The Planning Coordinator presented a number of Reports including the following:
OPA-03/24 & ZBA-24/24 – Part of Snow Street Road Allowance
Official Plan Review 2024 – Shaping Our Future – Follow up from August 29th

Consent Application E5-23
All staff and/or Planner recommendations in the in the Reports were approved by
Council. By-laws to adopt the rezoning was adopted later in the meeting. The Arcadis
memo regarding settlement area boundaries will be included in the first draft of the
Official Plan, which will be open for public review later this fall. Support for Consent
Application E5-23 was given by Council, and formal approval will be considered by
the Elgin County Land Division Committee at a later date.
Support for Good Roads Establishment of an Ontario Rural Road Safety
Program
Council received correspondence from Good Roads regarding the creation of an
Ontario Rural Roads Safety Program. Council passed a resolution in support of this
request.
Disposition of Ann Street Lands – Public Comments Received
Staff conducted a public comment period for the sale of Parts 1 through 8 of Plan
11R-11261. These Parts are to comprise four buildable lots fronting onto Ann Street
in Vienna. No public comments were received during the comment period, and
Council directed these Parts be sold by Municipal Realtor.
Community Sport and Recreation Infrastructure Fund – Lighting Upgrade for
the Straffordville Ball Diamond Support
Following Council’s direction on October 3, 2024 to descope the LED ball diamond
lighting from the Straffordville Community Centre expansion, Staff presented a
Report on the Community Sport and Recreation Infrastructure Fund (CSRIF) and
recommended the Straffordville ball diamond lighting might be a viable application
option. The Fund closes October 29, 2024 so timelines are tight, but Council was
supportive of staff making an application.
