Council Highlights
Planning Reports
The Planning Coordinator presented a number of Reports including the following:
Consent Application E66-24 Hiebert, N – 9411 Elgin Street
Official Plan Amendment OPA-02/24 1830567 Ontario Inc. – 55942 Maple
Grove Line
Rezoning Application ZBA-15/24 Bergen – 10564 Culloden Road
Rezoning Application ZBA-18/24 Wiebe – 55309 Talbot Line
Rezoning Application ZBA-19/24 Giesbrecht – 1306. 11390 and 11450 Ridge
Line
All staff and/or Planner recommendations in the in the Reports were approved by
Council, including support for Consent Application E66-24. By-laws to adopt the
rezonings were adopted later in the meeting.
Council also received a Report to delegate two types of administrative planning
agreements - Development Agreements and Temporary Use and
Removal/Demolition Agreements. Authority to enter into these Agreements on behalf
of Council was delegated to the Chief Administrative Officer (CAO).
Survey and Consideration of Surplus – Ann Street Lands
Council received a Report from the CAO regarding the potential to surplus and sell
four lots next to the Vienna Community Park for residential development. Council
resolved to proceed with the surplus of the lands and authorize staff to register t he
draft survey. Council also awarded a quote for servicing the lands to PBR Excavating
at a cost of $13,995+HST per lot.
Once the survey is registered, a public comment period will be commenced for
residents to provide comment on the proposed sale. A method of sale has yet to be
identified by Council.
If these four lots are sold, Bayham may formally be in a position to fully extinguish the
Ojibwa debt in March 2025.
Recommendations from the Waterfront Advisory Committee
Council received a pair of recommendations from the Waterfront Advisory
Committee’s July 15, 2024 meeting. The recommendations were to remove the
proposed East Beach playground from the 2025 -2034 Capital Budget, and
reconsider/expand the Committee’s Terms of Reference to include more land.
Council resolved to refer the discussion about the East Beach playground to the
2025-2034 Capital Budget deliberations this fall, and to defer any decision regarding
an expansion or reconsideration of the Committee’s Terms of Reference to the new
term of Council, which commences in late 2026.
