HomeMy WebLinkAbout071824 Council Highlights July 18, 2024 Council Highlights 2024 By-law Enforcement Mid-Year Report By-law Enforcement Services provided a Report to Council identifying trends in complaints over the first half of 2024. The Report showed improving statistics for the number of complaints actioned within one week of receipt, and demonstrated that most complaints are resolved within 1-3 days of action. This continues to be a substantial increase in the level of service over the same period of last year. Tender Award – Capital Item No. PW-24 Stewart Road Bridge Council awarded the tender for Stewart Road Bridgeworks to Theo Vandenberk Construction at $67,120 plus HST. The tendered amount will come in under budget and works will be completed this fall. At this time, staff expect minimal disruption to use of the bridge. Public Works Building HVAC and Lighting Upgrades Council resolved to proceed with heating, lighting, and insulation upgrades to the Public Works Yard main facility. Upgrades are projected to be well under budget, with remaining funds kept within the Public Works budget for potential future work. 2024 2nd Quarter Drainage & Building Reports The Drainage Superintendent and Chief Building Official presented 2nd Quarter reports to Council and Drainage and Building matters. Key points were that a number of maintenance items have been actioned in Q2 for drainage purposes, which can be done without new engineering in accordance with the Drainage Act. Building services noted an increase in the number of permits, particularly for new homes, which has increased permit fees. Bayham has received 87 percent of its total 2024 projected building revenue half way through the fiscal year, and projects to well surpass this number by year-end. Development Reports The Planning Coordinator presented a number of Reports including the following:  ZBA-09/24 Jurenas, 10122 Sandytown Road  ZBA-17/24 Giles, 53510 Richmond Road, Richmond  Subdivision Agreement 11:28 Properties Inc. – Eden East Subdivision All staff and/or Planner recommendations in the in the Reports were approved by Council, including the authorization of the Subdivision Agreement. By-laws to adopt the rezonings and Subdivision Agreement were adopted later in the meeting. 2024 2nd Quarter Variance Report Council received a Treasury Report as prepared by the Treasurer and presented by the CAO. The Q2 2024 Variance Report outlined that much of the revenues and expenses received/incurred so far are in line with expectations. The CAO did note that tax and water/sewer billing arrears are up approximately 10 percent from expected levels, however, increased building, fire, and planning revenues are offsetting a portion of these arrears. 2024 Mid-Year Report – Strategic Plan Progress The CAO provided a mid-year update to Council regarding staff’s progress on Council’s 2023-2026 Community Strategic Plan Initiatives, including areas of core infrastructure, communications, municipal finance, and municipal partnerships. The 2023-2026 Community Strategic Plan is available on the Municipal website for public viewing, and is a guiding document for Council during its current term of Council. 2024-2034 Canada Community-Building Fund Council authorized a Municipal Funding Agreement between Bayham and the Association of Municipalities of Ontario (AMO) to receive funds under the Canada Community-Building Fund (CCBF). The CCBF is the former Federal Gas Tax, and the Municipality allocates for these funds annually in the Capital Budget for core infrastructure work. These funds help improve municipal core assets and offset any need to use tax levy dollars for the work.
