HomeMy WebLinkAbout060624 Council Highlights June 6, 2024 Council Highlights Presentations – Financial Statements and Library Update Rob Foster from Graham, Scott, Enns LLP presented the 2023 Consolidated Financial Statements. Mr. Foster highlighted the Municipality’s financial position as having continued to improve over the fiscal year and praised staff and Council for their efforts in dutiful financial oversight and working diligently towards paying off the remaining principal on the HMCA Ojibwa. Amanda Paupst from Elgin County provided an update on the Elgin County library system with a focus on Bayham’s two libraries. Usership of the Straffordville Library is back to pre-COVID levels while Port Burwell’s library is still recovering. However, the hope is with increased programming in 2024, numbers will reach pre-COVID marks. Refreshment Vehicle Licensing The By-law Enforcement Officer presented a Report regarding licensing of refreshment vehicles in Bayham, along with associated amendments to the Rates and Fees By-law to expand licensing fees across the four proposed classifications of vehicles. Council approved both by-laws later in the meeting. Replacement of Tanker 1 – Joint Procurement A detailed procurement Report was presented by the Fire Chief regarding the replacement of Tanker 1, which is currently stationed in Port Burwell. Bayham will save approximately $35,000 on the acquisition of a replacement Tanker due to its use of coordinated and cooperative procurement with other Elgin area municipalities (Malahide and West Elgin). Beach Matters and On-Street Parking The Manager of Public Works presented two Reports to Council. The first addressed the possibility of a drop-off zone at the East Beach and associated additional signage. Council directed the investigation of a drop-off zone in the west parking adjacent to the Pier. The second Report dealt with concerns regarding on-street parking on Fulton Street (between Elm and Snow) in Vienna and Robinson Street (south of Pitt) in Port Burwell. As the identified section of Fulton Street is County road, correspondence was directed to be provided to Elgin County to consider parking restrictions in this area. Robinson Street, south of Pitt, is Municipal road, and Council directed the establishment of No Parking signage on both sides of this stretch of Robinson Street in Port Burwell. Planning Reports The Planning Coordinator presented a number of Reports including the following:  Rezoning Application ZBA-12/24 Asher – 11184 Plank Road  Temporary Use and Demolition Agreement Benne and Martha Wiebe  Declare Lands as Part of the Open Public Highway System – Part of Charles Court  Consent Applications E39-24 and E40-24 Best Line Construction 11156 Culloden Road All staff and/or Planner recommendations in the in the Reports were approved b y Council, or, in the case of the Consent Applications, a recommendation of support was provided to Elgin County. Stop-Up and Close – Part of Faye Street and Parts of Snow Street Two stop-up and close items were on the Agenda. Staff completed a pair of notice periods for the following:  Stop-up, close, and convey – Part of Faye Street, Port Burwell  Stop-up and close – Part of Snow Street, Vienna The comments for both were presented to Council for review and consideration. Council resolved to formally stop-up and close Part 2 on Plan 11R-11164 (part of Faye Street). The Snow Street item was more in-depth. The Report included comprehensive information regarding the potential to pursue a surplus and development of a section of the Snow Street road allowance and adjacent lands. The lands to the east of the road allowance are residential in nature and not formally part of the Vienna Community Park under Plan 54 for Vienna. After much discussion, Council resolved to direct the stop-up and close of Parts 2 and 3 on Plan 11R-10789, and further direct a survey be developed for four (4) residential lots fronted onto Ann Street in Vienna. This item will be brought before Council for review prior to any decision to surplus and proceed with sale under the Municipality’s Sale of Surplus Municipal Lands Policy. By-laws for both stop-up and close items were adopted by Council later in the meeting.
