2024 Roads Surface Treatment Tender Award
Council received a Report from the Manager of Capital Projects regarding the 2024
roads surface treatment Tender, which was issued by Malahide and applies in part to
Bayham.
Council awarded the Tender to Duncor. The contract value is approximately $80,000
less than budgeted and may result in overall savings on this project.
Planning Reports
Council received a Planning Report regarding a rezoning for Dan Froese Farms Inc.
Council approved the rezoning to satisfy a condition of a Consent application
previously approved by Elgin County Land Division.
Procedural By-law Updates
A Report presented by the Clerk provided Council with a number of ideas for
streamlining the Municipality’s Procedural By-law. Council resolved to proceed with
draft changes that would condense Staff Reports into one section, and would allow
for Council to address all information items (correspondence, and Reports for
information) through a new section called a Consent Agenda.
A draft Procedural By-law will come to Council later, and after notice is provided
under the Municipality’s Notice By-law.
2024 Municipal Assistance Requests
Council received an annual Report under the Municipality’s new Municipal Assistance
for Community Events Policy. Ten requests were submitted under the first Municipal
Assistance intake for 2024. Five of these requests specifically included financial
assistance through the Municipal Assistance budget.
The Municipality included in the 2024 Operating Budget $7,000 in the Municipal
Assistance Budget for 2024. The total request through the first intake was $9,000.
Council resolved to fund each event, but at 33 percent less than requested for each
event. This means that $6,000 has been allocated to events thus far, and leaves
$1,000 in the budget in case there is need to contract the OPP to provide traffic
control at any event requiring a traffic presence.
GIS Services Agreement with Elgin County
Council entered into a GIS Services Agreement with Elgin County by by-law. The
Agreement expands Bayham’s GIS capacity and allows Bayham to access Elgin
County GIS staff as needed for special GIS-based projects.
