Council Highlights
Port Burwell Area Secondary Water Supply System – Pipeline Desktop
Condition Assessment Report
The Manager of Capital Projects presented a Report on the condition of a seven-
kilometre stretch of the Port Burwell Area water transmission main, which comes
down Nova Scotia Line and serves Vienna and Port Burwell.
The Report identified an upcoming need to replace this stretch of the transmission
main. 2024 estimated costs are $21 million – Bayham’s portion is approximately
$13.2 million. Malahide, as the administering municipality for the Port Burwell Area
Secondary System will be issuing an RFP later in 2024 for a firm to conduct the
detailed engineering necessary for this replacement.
Municipal Law Enforcement Policy Update
The Municipal Law Enforcement Policy was updated by by-law last night. The
updates are generally minimal. A definition was amended to recognize the CAO as
administrative head of the Municipality, rather than the previous definition of
“Administrator”. Language was also added to permit Municipal Law Enforcement
Officers to proactively enforce certain types of by-law contraventions, including traffic
and parking, animal control, and matters in respect of the Municipality’s Parks and
Recreation By-law.
Bartley Drain Updated Assessment Schedule
Council was supportive of a Report to review and update the assessment schedule
for the Bartley Drain to more accurately represent current landowner assessments
and proportional costs for any works on the Drain.
Social Media
Council received a Report regarding social media and a Social Media Policy for
Bayham. Council directed staff to revisit the draft Social Media Policy and present a
revised version to Council that considers social media as a uni-directional, post-only
medium rather than an interactive communication tool.
Council may choose to discontinue Voyent Alert! in 2025 should social media
ultimately be implemented for Bayham.
Bill 185, Cutting Red Tape to Build More Homes Act, 2024
The CAO presented a high-level Report to Council regarding Bill 185, which is
currently proceeding through the Provincial legislature. The Bill, if adopted, may have
impacts to various pieces of Provincial legislation that impact Municipal planning and
development finance functions, such as planning public participation and
development charges.
If adopted, more information will be forthcoming to Council.
April 8, 2024 Total Solar Eclipse Debrief
The CAO debriefed on the successes and challenges associated with the April 8,
2024 Total Solar Eclipse. Much planning and coordination was required to make the
event a success in Bayham, and the CAO thanked staff and community partners –
Elgin County and the OPP – for their collaboration and efforts.
Total costs identified in the Report were approximately $4,500. Bayham staff
estimated approximately 5-6,000 visitors came to Port Burwell to view the eclipse.
And, traffic around Port Burwell was estimated at 150%+ of normal weekend flows on
that Monday, which is significant.
Thank you again to staff for the great work everyone put in to make the eclipse a
success!
Correspondence for Action
Four pieces of correspondence were received for action at the May 2, 2024 meeting.
Bayham Historical Society re Port Burwell Lighthouse Restoration
Council discussed the Lighthouse and what would be necessary financially to
proceed with design works to make the project ‘shovel-ready’.
Council directed staff to return to Council in June with information on
rehabilitation options for the Lighthouse. It is expected that much of the
information contained in a previous Report (CAO-03/24) will comprise the details
provided to Council. Discussion and direction regarding the approach for the
Lighthouse regarding structure, materials, etc. is required prior to any
engineering and design work proceeds.
Wendy Carmichael re Vienna Park Improvements & Parking
Wendy Carmichael submitted correspondence to Council on a number of topics,
including both Vienna parks and associated parking. Council was supportive of
recommending to Elgin County that additional safety measures should be
considered along Plank Road between Edison and Oak.
James Hicks & Marilyn Davies re Chute Line
Staff and Council had an in-depth discussion regarding concerns along Chute
Line. The predominant issues are associated with the width of the road, visibility,
and speed in the context of impacts to residential properties on the road.
Council directed that a by-law be presented to Council at a future meeting to
reduce the speed limit on Chute Line.
Lynn Acre re Memorial Tulip Tree
Council directed staff to work with the requestor to find a location for a memorial
tulip tree in the Port Burwell Memorial Park.
Committee Recommendations
Council received recommendations at the May 2, 2024 meeting from both the
Waterfront Advisory Committee and the Museum Advisory Committee.
Council re-affirmed the active and in-force status of By-law No. 2017-117, which
is a by-law authorizing a Trust Agreement in respect of the wheelhouse located
at the Marine Museum. The intent is for the Port Burwell Historical Society to pay
for the rehabilitation of the wheelhouse. The Municipality permits the siting of the
wheelhouse on Municipal land.
Council also directed staff to provide additional information regarding items from
the Waterfront Advisory Committee on:
Paid beach parking
Additional safety signage
Amendments to the Sign By-law
The CoastSnap App
These will be coming back to Council at a later date.
