HomeMy WebLinkAbout040424 Council Highlights April 4, 2024 Council Highlights Refreshment Vehicle Licensing By-law Staff provided Council with a report and draft by-law that includes language to regulate different types of refreshment vehicles. Staff were asking for Council’s direction on aspects of the by-law that they wish to see be or not be included. Direction was provided to update the draft by-law to license a variety of stationary refreshment vehicle types on private property and report back for further consideration. Tender Awards Two tenders were awarded:  RFT 02-24 Pavement Markings to R an N Maintenance in the amount of $12/litre + HST.  RFT 03-24 Lawn Maintenance Services to Wilson’s Lawn Care in the amount of $64,740 + HST. 1st Quarter Drainage Report Council received an informational report on drainage activities in Q1 of 2024 including information on new drains and drains that received or are receiving maintenance. Development Reports Six (6) development reports were presented to Council:  ZBA-06/24 Unger 53579 Calton Line  ZBA-07/24 Gregory Underhill Farms Ltd. 54761 Vienna Line  ZBA-08/24 Lankhuijzen Farms Ltd. 55106 Vienna Line  ZBA-10/24 Sandytown Subdivision  Ontario Land Tribunal Final Order, Schep 14077 Bayham Drive  Consent Applications E26-24, E27-24 and E28-24 Clarke & Sullivan All items were approved and the appropriate by-laws adopted. Municipal Assistance for Community Events Policy Council received an updated policy to consider for the Municipal Assistance process. The policy directs approvals to flow through Council at defined application dates only. The Clerk will be developing a more comprehensive application form and advising community groups of their next steps for applications for 2024 events. Disposition of Land – Section of Faye Street Council deemed Part 2 – Plan 11R-11164, a section of Faye Street, as surplus for the purpose of direct sale to landowner. The landowner will be looking to add the lands to build a larger parcel on which to build a house. In accordance with Municipal policies respecting land sales, a comment period has to proceed prior to approval of the sale itself. The Municipality will be opening up this comment period shortly. 2024 Q1 Variance Report Council provided direction to re-invest $1,510,000 into an 11-month GIC and also to invest $1,000,000 cash-on-hand into an 11-month GIC. The intent of these short-term investments is to take advantage of interest rates above 5 percent and to maximize the monies available in March 2025 when the remainder of the Ojibwa deb t is eligible to be paid down or off in full. Council’s primary priority at this time is to allocate as much as possible toward the elimination of this debt in accordance with its Community Strategic Plan.
