Council Highlights
Delegation by the Small Business Enterprise Centre
Mike Kerkvliet & Elle Crevits presented to Council regarding the Small Business
Enterprise Centre (SBEC) in St. Thomas. The SBEC serves business owners
across Elgin County at all stages of starting, growing and exiting a business.

2023 Annual Drinking Water and Compliance Summary Reporting
Council received the 2023 drinking water and compliance summary reporting for the
Bayham and Richmond systems. The reporting was positive for both municipal
systems.
2023 4th Quarter Drainage Report
Council received the 4th quarter drainage report from 2023 outlining which drains
have received maintenance, the status of ongoing projects, and what is known to be
upcoming for 2024.
Development Reports
Two (2) reports pertaining to Planning matters were presented and approved:
A Zoning By-law Amendment – MacAloney
Revised Subdivision Agreement – Sandytown Subdivision, Straffordville
Both by-laws were adopted by Council.
Six-Month Shared Services Update
Bayham and Malahide share staff for services of Building and By-law Enforcement. A
Report was presented to Council for a six-month update on the shared services
arrangement, where cost savings and increased level of service areas were
highlighted and potential areas of concerns were discussed with Council. The Report
specifically highlighted substantial cost savings in building services and increased
staffing capacity in both departments.
Port Burwell Lighthouse Status and Costing Update
A Report was presented to Council with information pertaining to restoration options
for the Lighthouse and the associated costs. It was discussed that grant opportunities
may be more achievable if the project is ‘shovel ready’, however, to be ‘shovel ready’
will cost approximately $91,880 in accordance with the estimate received by Council
in 2023.
The adjacent land owner and the Municipality currently have a License Agreement for
use of lands for the stabilization measures, and it was discussed that this Agreement
may need to be extended. It was also noted that the heritage designation of the
Lighthouse is up for debate as it has been found that the heritage designation by-law
was never registered on title. Council directed staff to continue discussion with the
abutting landowner to extend the existing agreement in support of the continued
stabilization and rehabilitation of the Lighthouse.
