Council Highlights
Delegation
Sarah Emons & Pete Zuzek re Long Point Littoral Cell Working Group presented
to Council regarding a proposal for a grant application to seek out nature -based
solutions to disrupted erosion and sedimen t transport issues along the north
shore of Lake Erie.
Council resolved to provide a Letter of Support to assist in future grant
applications.
By-law Enforcement Annual Report
The By-law Enforcement Officer presented the 2023 Annual By-law Summary Report
to Council. The Report included statistics that demonstrated a substantial level of
service increase between 2022 and 2023, including improvements in response rate,
closure rate, compliance timelines, and workload carry-over from year to year.
Petition for Drainage – Vienna Ridge Subdivision
Vienna Ridge Subdivision developers submitted a Municipal Drainage Petition to
staff, requiring Council consideration. Council received the Drainage Petition and
Report from the Drainage Superintendent and resolved to appoint Spriet Associates
as Municipal Engineers to proceed with the Engineer’s Report.
Building Services 4th Quarter Report
The Chief Building Official presented the 4th quarter building department report, which
also addressed 2023 as a whole. House construction was up in Q4 2023, however
2023 in general was a down year in building, which was reflected in large decreases
in permit fees received. The CBO did mention that uptake of the Municipality’s new
ePermitting platform, CloudPermit, has been excellent, with a 90 percent uptake so
far.
Development Reports
Council received a pair of planning Reports:
Shaw/Shipway rezoning
OP conformity review – public engagement strategies
Council adopted the rezoning for Shaw/Shipway by by-law, and resolved to proceed
with a public engagement strategy for the Official Plan that includes the following
components for Engagement: In-person Open House(s), and One-on-One
Appointments; and for Communication: Municipal Website, Official Plan Review
Email, and Contact List. Staff also expect to use Voyent to provide information, and
will further investigate hard-copy information pamphlets in tax or utility bills.
The website is intended to be the main information hub for the Official Plan Review.
More information will be coming in the near future.
Correspondence
Two pieces of correspondence were received – one was a late addition to the
Agenda and was included for time-sensitive purposes.
Council resolved to support correspondence from AORS regarding the establishment
and provincial funding of a Municipal Equipment Operators course, which would train
and provide access to a labour pool with the skills necessary to operate municipal
public works equipment.
Council resolved to provide a Letter of Support to Phil Mauer and Associates in
support of their application to the Southwestern Ontario Development Fund
(SWODF). They are seeking funds to assist in a technological expansion. The matter
was handled as a walk-on, time-sensitive, as withholding the correspondence until
the next meeting would push them past the grant submission deadline.
Municipal Energy Plan
Council resolved to proceed with a review and update of the Municipal Energy Plan –
Local Action Plan. The current plan was adopted six years ago and due fo r a full
review. This review is part of the 2023-2026 Community Strategic Plan, as adopted
by Council in 2023.
