Council Highlights
Donation of Funds from the Straffordville Fire Station Association for a Utility
Terrain Vehicle (UTV)
The Straffordville Fire Association has been raising money to purchase a side-by-
side Utility Terrain Vehicle for the Municipality of Bayham . Council accepted the
donations for staff to then purchase a Kawasaki UTV in the amount of $21,999 +
HST and PDI.
Richmond Community Water Supply System Nitrate Funding
The Municipality of Bayham has been successful in receiving funding from the
Ministry of the Environment, Conservation and Parks (MECP) for the Richmond
Community Water Supply System in the amount of $75,000. The defined work plan is
anticipated to be completed by March 31, 2024.
Development Reports
Four (4) development reports were presented including a subdivision agreement for
the Sandytown Draft Plan of Subdivision, Consent application E7-24 for 56557
Heritage Line, Consent application E8-24 for 56573 Calton Line, and a housekeeping
zoning by-law amendment for Thompson. The agreement and zoning by-law
amendment were passed by by-law and the consents were recommended approval
with conditions to the Elgin County Land Division Committee.
Straffordville Hall Foundation Correspondence re SCC Renovation and ICIP
Grant
Correspondence from the Straffordville Hall Foundation regarding the S traffordville
Community Centre renovation was discussed and referred to the 2024 Opera ting
Budget deliberations.
Facility Rental Policy
Previous language surrounding facility rentals through the Straffordville Hall
Foundation used to be housed in the Rates and Fees by-law. This language was
broken out to be its own stand-alone policy. The policy was adopted as presented.
Social Media Policy and Presence
Staff presented a draft social media policy and engaged Council in discussions for if
Bayham should implement a Facebook page. Council ultimately directed staff to
report back with further information in Q1 of 2024.
Big Otter Marina Site Plan Agreement
Council received for information amendments to Big Otter Marina’s site plan
agreement and required a development agreement to be entered into which was
passed by by-law.
Agreement with Arcadis for Third-Party Planning Services
Arcadis provides third-party planning services to Bayham and with some staff
changes, a new agreement was required to enter into. This was passed by by-law.
Rates and Fees
A new rates and fees by-law was passed to be in effect as of January 1, 2024.
