Council Highlights
Education and Training Grant Received from Enbridge Gas
Bayham’s Fire and Emergency Services was successful with an application to the
Safe Community Assist Program for a grant of $5000 to obtain training materials. Fire
Chief Harry Baranik and representatives from Enbridge Gas presented the books
purchased with the grant money.
East Beach Bioswale Maintenance
A report was presented to discuss bioswale maintenance and responsibilities. It was
noted that new amendments to the Environment Protections Act surrounding
consolidated linear infrastructure environments compliance approvals may require
additional reporting and service from our end. Staff are investigating this further and
proposed funds have been referred to the 2024 operating budget discussions.
Planning Reports
Three (3) consent application reports were recommended for approval with
conditions to the Elgin County Land Division Committee.
One (1) proposed zoning by-law amendment application, ZBA-11/23 Shaw &
Shipway was deferred for a second time for additional information from the applicant.
Correspondence
General correspondence items were received for information and three (3) items
were considered for action:
Susanne Schlotzhauer re Request for Action, Lighthouse Reserve Funds
contained five (5) main requests. The correspondence was referred to the
2024 operating budget deliberations.
Grand River Conservation Authority re Lake Erie Region Source
Protection Committee Municipal Member Nomination was supported
Long Point Region Conservation Authority re 2024 Draft Budget was
received with no further comments to be provided to LPRCA.
Cemetery By-laws
From an accepted recommendation from the Joint Cemetery B oard, amendments to
the Cemetery By-laws were presented and the by-laws formally passed later in the
meeting. These by-laws will be sent to the Bereavement Authority of Ontario for
acceptance.
Update to Municipal Rates and Fees
Proposed updates to Bayham’s rates and fees were presented for discussion. The
proposed fees will come back to Council on December 21st with the by-law to be in
effect for January 1, 2024.
Diversity, Equity & Inclusion (DEI) Plan
Elgin County and the local municipal partners developed a Joint DEI plan that has
been adopted by County Council. Bayham adopted the plan as well.
Site Plan Agreements
Council received for information two (2) site plan agreements – one for the
Lighthouse Gospel Church and one for the Periscope P layhouse.
Straffordville Community Centre Expansion Timeline Update and Financial
Impacts
A report was presented for an update to the SCC expansion project. Unfortunately,
confirmation on the reduced scope has still not yet been confirmed so tendering for
the project has not yet taken place. Updated financial considerations were outlined.
Council received for information with no further direction at this time.
