Council Highlights
Presentations
Carolyn Krahn and Don Shropshire from the County of Elgin presented a Planning for
Growth PowerPoint which engaged members of Council in preliminary discussions
on what infrastructure and services will require attention with the future growth in
Elgin attributed to the arrival of the PowerCo SE Gigafactory in St. Thomas.
Delegations
Valerie Donnell delegated to Council regarding Lighthouse Donations. This topic was
further discussed during a staff report presentation later in the meeting.
2023-2024 Winter Operations Plan – Level of Service
The Municipality is required to follow Regulation 239/02, Minimum Maintenance
Standards for Municipal Highways (MMS). The MMS under the Municipal Act, 2001,
identifies the Municipal role and obligation to maintain the roads to a reasonable
state of repair. Further to the MMS, Bayham has a winter operations plan which is
reviewed and updated annually. The updated plan was presented and approved by
Council.
Drainage Reports
Two reports were presented to Council regarding drainage. A report to abandon
branches C and D of the Benner drain was received with direction to bring back a by-
law to formally abandon, and a petition for drainage was received from 11:28
Properties Inc. which was accepted and Spriet Associates Ltd. Engineers was
appointed.
Correspondence
A number of items of correspondence were received for general information and
Council formally supported resolutions surrounding Third Party Short Term Rental
Companies, Cigarette Producer Responsibility, Catch and Release Justice in Ontario,
and Till Death Do Us Part Act.
The East Elgin Community Assistance Program submitted correspondence
requesting $3000 which represents approximately what they spend in one month for
food, security and transportation for Bayham residents. Council referred this item for
further discussion during the 2024 Operating Budget deliberations.
The County of Elgin submitted correspondence requesting Bayham’s official support
in a grant application to the Federal Economic Development Agency for Southern
Ontario. Council provided support and staff will provide a letter noting such for the
application.
Establishment of a Lighthouse Reserve
Council received a report from the Treasurer for consideration of establishing a
Lighthouse Reserve to collect donations towards the restoration of the Lighthouse.
Council provided direction to repurpose the Dredging Reserve to now be the
Lighthouse Reserve. The Dredging Reserve had a balance of approximately $63,300
that will go towards the Lighthouse.
Donations towards restoring the Lighthouse are welcome through the Municipal
Office. Donations above $10 are eligible to receive a tax receipt.
Tree Canopy and Program Policy
Council passed a new Tree Canopy policy which speaks to areas such as
development applications, tree removals, and the process for the Tree Program.
Waterfront Advisory Committee Appointment
Council rose from Closed Session and appointed Valerie Donnell to the Waterfront
Advisory Committee.
