Council Highlights
Presentations
Council received a presentation from Bayham’s Integrity Commissioner to present a
report on a Code of Conduct & Municipal Conflict of Interest Act (MCIA) complaint
against Councillor Susan Chilcott. The report found that Councillor Chilcott did not
contravene sections of the Code or the MCIA so was just to be received for
information. It was noted that this report cost approximately $13,500 +HST.
Third-Party By-law Enforcement
Staff presented a report to Council to outline that the support from Tenet Security for
third-party by-law enforcement is not needed past the previously approved 6 month
extension. Council resolved to allow the 6 month extension to expire as of December
31, 2023.
Drainage Reports
Council received 3 reports regarding drainage: 3rd quarter report for information,
appointed Spriet Associates Ltd. Engineers to prepare a report for the petition filed by
Frank Wall for 8341 Sandytown Road, and awarded the Hampton Drain
Improvements Contract to P.B.R. Excavating Inc. in the amount of $204,149 + HST
for works to be completed by November 30, 2023.
Development Reports
Council received 2 reports regarding development: 3rd quarter report for information
and considered Official Plan Amendment No. 35 for Algar Farms Ltd. at 53921 Nova
Scotia Line which was adopted later in the meeting.
Correspondence
Council received correspondence from Laura Edwards regarding speeding and
unsafe driving issues on Plank Road at Chute Line and the Northern Vienna Bridge
area. As this is a County Road, the correspondence has been directed to be passed
on to Elgin County for comment and consideration as well as to the Elgin County
Police Services Board.
Finance
Treasury presented the Q3 variance report for information. Council directed staff to
invest $250,000 into a 1-year GIC with RBC.
Remembrance Day Parade
Council approved the request from the Port Burwell Legion to host a Remembrance
Day Parade on Sunday, November 5th.
Site Plan Agreements
Council received 2 informational reports regarding site plan agreements. SPA -06/21
John and Jennifer Klassen, 9253 Plank Road received an extension and SPA -02/23
Latimar, 54296 Heritage Line received approval.
Blue Flag Status at the Port Burwell East Beach
Staff presented a report outlining the costs associated with holding the Blue Flag
status for the Port Burwell East Beach. Council directed staff to continue and submit
the application for 2024.
Roads Maintenance Agreement – Elgin County
Bayham maintains roads and related infrastructure under the jurisdiction and
ownership of Elgin County under a Road Maintenance Agreement (RMA). Bayham
along with the other Elgin lower-tier municipalities, have been working with the
County to update this agreement as the previous one expired in 2022. The new RMA
was adopted by Council as presented.
