HomeMy WebLinkAbout100523 Council Highlights October 5, 2023 Council Highlights Fire Prevention Week: October 8 – 14, 2023 Council received a Report from the Fire Chief on upcoming Fire Prevention Week activities. The two Bayham stations will be doing education sessions at the local elementary schools and hosting open houses at the Fire Halls next week – Tuesday in Straffordville and Wednesday in Port Burwell. All are welcome! Zoning By-law Enforcement Policy As a follow-up to an August Report, staff returned to Council with a Draft Zoning By- law Enforcement Policy for discussion. The Policy proposed a mid-level approach for non-compliance with the Municipality’s Zoning By-law, including a thirty-day period to commence work towards rectifying a non-compliance matter. Staff would also have the discretion to extend the period if the landowner is working towards compliance and applying for an extension. Council adopted the Policy by by-law as presented. Development Reports Council received and approved Reports on three planning matters:  Consent E71-23 10000381098 Ontario Inc. 9 & 11 Oak Street  Rezoning Application ZBA-11/23 Shaw & Shipway, 10465 Plank Road  Official Plan Amendment No. 34 More Home Built Faster Act, 2022 (Bill 23) Official Plan Amendment No. 34 is to be forwarded to Elgin County for consideration and approval. Otter Valley Naturalists – Request to Plan and Host Pollinator Garden The Otter Valley Naturalists (OVN) submitted correspondence to Council along with correspondence from Elgin County in support of a proposed ventu re to establish a demonstration pollinator garden on the Straffordville Library property. Tom Manley of the OVN was present to answer questions from Council on the proposal. Council approved OVN’s proposal. Housing Affordability Task Force (HATF) Recommendations On September 15 and 25, 2023, correspondence was received from the MMAH regarding the HATF recommendations as published in February 2022 and any input volunteered by the Head of Council on the top 5 recommendations that may be impactful to Bayham. Staff presented a Report with a Draft top 5 recommendations for discussion and consideration. Council approved the recommendations as presented. The Mayor was directed to forward them, with commentary/rationale, to the MMAH before the October 16, 2023 deadline. Council Appointment – Elgin County Business Retention & Expansion Leadership Team Council received a Report and attached correspondence from Elgin County requesting consideration for a Council appointee from Bayham for the County’s Business Retention & Expansion Leadership Team. Council resolved to appoint Mayor Ed Ketchabaw to the Business Retention & Expansion Leadership Team as Bayham’s Council representative. The Mayor will join the CAO on the Leadership Team. This resolution has been forwa rded to Elgin County.
