HomeMy WebLinkAbout090723 Council Highlights September 7, 2023 Council Highlights Hanging Basket Sponsorship Program Council discussed the viability of a hanging basket spo nsorship program and referred the topic to be discussed further during Budget deliberations. Beach Accessibility Options Staff presented a report on Beach Accessibility Options as directed by Council from a Waterfront Advisory Committee recommendation to consider alternative accessibility options other than beach mats. Capital item PR-13 Beach Accessibility Improvements for $50,000 is currently budgeted for 2027. Multiple ideas were presented with a high level pros and cons discussion. The topic was referred to be discussed further during Capital Budget deliberations. Development Reports Council received two (2) reports to enact Zoning By-law Amendments. ZBA-08/23, Blatz Zoning By-law received the first and second reading to modify the MH-3 site-specific zone to add an additional permitted use of one mobile home park manager residential dwelling unit in a portion of an existing accessory building at the property of 12 Elizabeth Street. The third and final reading of the by-law will be dependent on site plan approval. ZBA-02/23, Thompson Zoning By-law was passed to ensure the zoning reflects the change of Estate Residential (ER) to a site-specific Estate Residential (ER-13) zone to permit mechanical services warehouse and office use and accessory residential use; and to permit reduced rear yard setback of 6.0 metres at 10729 Plank Road. This change is required to be in line with Official Plan Amendment 31 as passed by Elgin County. Correspondence Received Council received correspondence from Wendy Carmichael requesting action surrounding parking adjacent to the Vienna Lions Community Centre. The matter was deferred until such time that a surplus of land report is brought forward for Council consideration. 2024 Council Schedule Council approved the 2024 Regular Meeting schedule with removing the typical first meeting in January. Council will however hold a Special Meeting on Tuesday, January 9, 2024 to discuss the Operating Budget. Water & Sewer By-laws A housekeeping item was brought forward for Council’s consideration surrounding the by-laws for the water and wastewater systems. Updates to the by-laws are necessary for removing conflicting language since the passing of the Development Charge by-law in October of 2022. No changes were made to the water and wastewater rates. Deputy Chief Building Official Appointment Council was made aware of the hiring of Shane Hughes, Building Inspector/Deputy Chief Building Official in line with the Shared Services arrangement for Building Services with the Township of Malahide. The appointment by-law was passed. Mr. Hughes starts with Bayham and Malahide on September 18, 2023.
