Council Highlights
Presentations
Council received three presentations:
Watson & Associates re Development Charges
CJDL Consulting Engineers re Eden Sanitary Pumping Station
Simon McLinden re Canoe Procurement Group of Canada
Council directed staff to work with Watson & Associates on a development charge
background study for Municipal-wide charges for Parks and Recreation, Library
Services, Roads, and Fire Protection Services.
Council also agreed to CJDL proceeding with the design and engineering work to
expand the Eden Pumping Station capacity, which will enhance overall development
capacity to the hamlet.
A Delegation from Food Cycle Science was removed from the Agenda at the request
of the delegate and will instead be presented at the July 20, 2023 meeting.
RFP 23-01 Port Burwell East Beach & Port Burwell Community Park Washroom
Staff presented a Report to Council on the results of RFP 23-01 to award a new
contract for Washroom Cleaning and Maintenance at the Port Burwell East Beach &
Community Park.
Council awarded the contract to Agatha’s Cleaning Services out of Port Burwell and
authorized an agreement to be executed for East Beach cleaning services until 2027.
Bulk Item Curbside Pick-Up
Staff reported on the trial bulk item curbside pick-up program, which ran over a six-
month period in the Fall 2022 and Spring 2023 . Council resolved to make the
program permanent, with a user fee of $25 to be reviewed in one years’ time.
The program will operate for the months of April, May, July, September and
November in a given calendar year.
Staff were directed to bring a policy back to outline the program in August to begin
the permanent program in September of 2023.
Development Reports
Council received two Consent applications for consideration and resolved to support
both applications with conditions to the Elgin County Land Division Committee.
Council also entered into a Subdivision Agreement with Jo -Lynn Pt. Burwell Inc. to
develop Charles Court in Port Burwell.
Straffordville Community Committee Storage Request
The Straffordville Community Committee requested permission to locate a permanent
storage container on Municipal property – behind the Public Works barn on the
Straffordville Community Centre lands – for use of storing materials for the annual
Watermelon Fest.
Council approved said request to be executed through an Agreement, which is to
come back to Council at a later date.
PSAB 3450 Financial Reporting Impacts and Investments
Staff presented a Report to Council on impacts of changes to Public Sector
Accounting standards to investment reporting. The changes require the Municipality
to report the Market Value of investments rather than the Book Value.
Council resolved to sell all investments with the LAS One Fund program and invest
the full realized amount (~$3.5 million) in an 18-month GIC with RBC Investments.
Third Party By-law Enforcement Services Contract Extension
As a part of the Shared Services arrangement with Malahide, Council resolved to
extend the contract with Tenet Security Group for another six-month period, effective
July 1, 2023.
Shared Services Update
The CAO provided a general shared services update for by-law enforcement, building
services, and planning services, including recommendation for specific appointments
required to ensure service provision.
Council received the Report and resolved to have the appropriate appointment by-
law brought forward. Council also delegated authority to the CAO to negotiate and
enter into a Service Agreement to obtain Cloudpermit for building service purposes.
Cloudpermit can be extended to by-law enforcement and planning services in the
future, if desired.
Building shared services becomes effective on July 1, 2023. By-law shared services
becomes effective on July 10, 2023 with the onboard of a By-law Enforcement
Officer. An effective date for shared planning services is to-be-determined, contingent
on the onboard of a Director of Development Services, to be housed in Malahide’s
organizational chart.
