Council Highlights
OPP and PSB Presentations
Council received a pair of presentations from Mark Loucas (OPP) and Tracy Kannelis
and Carolyn Krahn (Elgin Group PSB) regarding 2022 activities and outlooks for
2023.
Consolidated Financial Statement Presentation
Council received a presentation from Rob Foster (Graham Scott Enns) regarding the
Municipality’s 2022 Consolidated Financial Statements.
Mr. Foster identified that Bayham’s financial position has improved since 2021 and
that Bayham is in an improved position to be nimble and responsive to changing
needs and priorities.
Motion from Councillor Chilcott – Hanging Basket Sponsorship Program
Councillor Susan Chilcott presented a Motion for Council’s consideration regarding
the investigation of a Hanging Basket Sponsorship Program for Bayham.
Council resolved to have staff bring back a Report on the potential impacts and
implementation of such a program.
Review of Enclosed Tents and Barbecues on the Beach
The Fire Chief/B-law Enforcement Officer presented a Report on further prohibitions
on the East Beach. The Report was directed by Council in Q4 2022.
The Report provided Council with twelve recommendations including a prohibition on
cooking and outlining guidelines for appropriate beach tents.
Council resolved to adopt all twelve recommendations and refer discussion about a
community barbecue location at the East Beach to the Waterfront Advisory
Committee.
Annual By-law Summary Report
The Fire Chief/B-law Enforcement Officer presented the Annual Report on 2022 By-
law activities. The Report highlighted some challenges in the By-law department in
2022, including the folding of the Municipality’s third-party by-law contractor and a
substantial increase in complaints from 2021, particularly noise complaints.
The CAO advised that Bayham and Malahide are in the process of hiring a By-law
Enforcement Officer for both municipalities.
Port Burwell Library Pavilion Repairs
Council awarded the works to repair the Port Burwell Library Pavilion to Rail Tech
Enterprises based on their quote for $20,400+HST.
RFT 23-02 Vienna Community Park Pavilion Award
Council awarded RFT-23-02 to construct a pavilion in the Vienna Community Park to
Rail Tech Enterprises based on their lowest compliant bid of $73,000+HST.
Council also directed staff to issue an RFP for a multi-use basketball and pickleball
court for the Vienna Community Park, and report back to Council with costing for the
installation of a 200-amp panel on the future pavilion and connect the multiuse court
to hydro for the activation of a timed light fixture.
Surplus Assets
The Treasurer presented a Report on potential surplus lands in Bayham, as directed
by Council. Council resolved that a Report should come back to Council with
servicing, legal, and planning detail on the seven identified subject lands for further
surplus discussion.
Rogers Communication Tower at the Straffordville Fire Hall
Rogers has identified to Bayham their interest in installing a communication tower on
Municipal property in Straffordville. Council is supportive of continued discussion
regarding the use of the Straffordville Fire Hall lands for this purpose.
Kevin Kitching Appointed as District Chief – Station #2
Interim District Chief Kevin Kitching was formally appointed by Council to the position
of District Chief of Station #2 – Straffordville. Congratulations, Kevin!
