HomeMy WebLinkAbout050423 Council Highlights May 4, 2023 Council Highlights Roads Surface Treatment Tender Award Council supported the award of the County’s Roads Surface Treatment Tender to Duncor Enterprises Inc. The project was tendered with an overage of $8,104 to Bayham’s portion, whi ch Council resolved to fund through the Road Construction Reserve. Planning Reports Council received three Reports on active planning applications:  Consent Application E21-23 Gregory Underhill Farms Ltd.  Zoning By-law Amendment ZBA-04/23 Rideout & Lavallee  Zoning By-law Amendment ZBA-05/23 Hiebert Council resolved to recommend support of Consent Application E21 -23 to the Elgin County Land Division Committee with six recommended conditions. Council adopted the proposed Zoning By-law Amendments for ZBA 04/23 and ZBA- 05/23 by by-law. County Official Plan Review and Bill 109 Amendments Reports reviewing the County’s Draft Official Plan and Bill 109 impacts to Bayham were presented to Council. The Report which reviewed the County’s Draft Official Plan wa s supportive of its contents, and Council resolved to advise the County of Bayham’s support. Council also agreed with the recommendation presented in the Planner’s Memorandum regarding Bill 109. Minor changes to policies, documents, and processes with be included in Bayham’s 5-Year Official Plan Review, scheduled to commence in 2023. a+LINK Contract Extension The existing Consulting Agreement in place with a+LINK Architecture Inc. for works at the Straffordville Community Centre was extended by Council to ensure works are not interrupted. The extension will be until March 31, 2027 or project completion, whichever is sooner. Bill 23 The CAO presented a Report on Bill 23 impacts to Bayham. Included as attachments to the Report were a Planner’s Memorandum on planning impacts, and general information on impacts to development charges as provided by Watson & Associates. The Report outlined in detail the possible impacts Bayham may face through the changes to development charges. Council resolved to request the Municipality commence a housekeeping Official Plan Amendment and Zoning By-law Amendment to ensure planning compliance with Bill 23. Council also directed staff work with Watson & Associates on a development charge that includes all applicable Municipal services. Correspondence Supported Council received a number of correspondence pieces, including two for action. Council provided support to the Erie Shores Wind Farm in their request to renew their contract with the Independent Electricity System Operator (IESO). Council also recommended to Elgin County that consideration be had for extending the 50 km/h speed limit zone in Vienna, north along Plank Road to Light Line, as well as a traffic and speed study on Plank Road at Chute Line in Vienna.
