Council Highlights
Watermelon Fest Delegation
A Delegation was received from the Straffordville Community Committee, seeking
clarification that Watermelon Fest would not be affected by the proposed
Straffordville Community Centre expansion.
It was noted that the CAO provided an email response to the Committee preceding
the meeting, outlining that construction and mobilization would not begin prior to
September 1 and would not affect the event.
2023 1st Quarter Building & Drainage Report
Council received a quarterly Report on Building and Drainage activities. A number of
drain maintenance works will be ongoing in 2023, led by Norfolk County. Staff did
note that notices to the affected landowners have been circulated.
The Report also identified that the Municipality is now collecting Development
Charges for new development in Bayham. Because of this, a new annual Report will
be presented to Council in February 2024, outlining Development Charges received
over the preceding calendar year.
Official Plan Amendments Adopted
Council received two Reports on a pair of Official Plan Amendment applications:
Official Plan Amendment OPA-02/23, OPA No. 31, Zoning Amendment ZBA-
02/23 Thompson 10729 Plank Road
Official Plan Amendment OPA-03/23, OPA No. 32, Zoning Amendment ZBA-
03/23 Schep 14077 Bayham Drive
For both, the Planner’s recommendation was to refuse the applications as, in
Planner’s opinion, the requests were not in keeping with Provincial, Bayham, and
Elgin County planning documents.
However, after discussion on the matters, Council ultimately resolved to adopt both
the Thompson (unanimous vote) and Schep (3-2 split vote) OPAs.
Council adopted the by-laws later in the evening.
Documentation will now be forwarded to Elgin County for their consideration as Elgin
County is the approval authority for Official Plan Amendment applications. If
approved at the County level, Bayham Council will consider the Zoning By-law
Amendment portions of the application at a later date.
Education Development Charges
A CAO Report on Education Development Charges was received for information.
The Report outlined what Education Development Charges are, how they are levied,
and for what they can be used.
The Thames Valley District Scholl Board (TVDSB) is considering the implementation
of Education Development Charges across their catchment, including St. Thomas
and Elgin County.
The CAO advised that more information will be provide as TVDSB works through the
background study and public consultation portions of the process.
Correspondence Received
Council received a number of correspondence pieces and resolved to support a
motion regarding reductions in municipal insurance rates.
