Council Highlights
Presentation from Elgin County
County of Elgin Warden Ed Ketchabaw and Chief Administrative Officer Julie Gonyou
presented on the 2023 County Update, which provided status updates on key
projects and directions moving forward into 2023.
Municipality of Bayham Water Distribution System – Service Disruptions
Council received a Report on water service disruptions for the Bayham Water
System.
Over the past five years, the Bayham Water Distribution System has experienced
three major water service disruptions affecting the water users within Port Burwell
and Vienna.
The Port Burwell Secondary Board is undertaking a condition assessment of seven
kilometres of transmission main along Nova Scotia Line to determine rema ining
useful life, which will inform a timeline for replacement.
Development Reports
Council received one Report regarding a development agreement from Minor
Variance Application A-02/23 at 55210 and 55248 Maple Grove Line and four
Reports regarding Consent Applications. Consent Applications considered were
1. E95-22 Hiebert, 56282 & 56284 Heritage Line
2. E10-23 Neufeld, 23 Centre Street
3. E16-23 Obar, 11643 Plank Road
4. E20-23 Wagler Homes Inc., 53871 Church Street
All items were approved with recommended conditions to be supplied to Elgin
County.
2023 Q1 Variance Report
Council received a Treasury Report on Q1 2023 variances in capital and operating
budgets for information. Council provided direction to staff to invest $1.5 million in a
one-year GIC, and an additional $10,000 between two cemetery boards in the same
investment type.
Councillor Appointments to Committees
Council appointed members to be Chair’s to Committees of Council:
Deputy Mayor Rainey Weisler will be the Chair of the Waterfront Advisory
Committee
Councillor Susan Chilcott will be the Chair of the Museum Advisory
Committee, and
Councillor Dan Froese will be the Chair of the Joint Cemetery Board
SCC Expansion Follow-Up Report
Council received a follow-up Report from the CAO pertaining to further detailed
costing and funding options for the SCC Expansion, which was re -estimated in Q1
2023 as ~45 percent over budget.
Council supported a scope reduction to remove the Covered Pavilion, Ball Diamond
Lighting, and new concrete pad from the project. The estimated cost of the remaining
works is $2,269,972 + construction contingency.
An application will be made to the ICIP Community, Culture and Recreation program
to determine whether the scope reduction is supportable.
Curbside Waste Disposal Services
Council resolved to proceed to sole source curbside garbage collection services to
Norfolk Disposal. Council will consider a contract and by-law at a later date.
Port Burwell Fire Hall Generator Replacement
Council accepted a quote from Koolen Electric to replace the generator at the Port
Burwell Fire Hall. The quote was $36,985 + HST and will be funded through the
Contingency Reserve.
Correspondence Received
Council received a number of pieces of correspondence and resolved to supp ort:

Town of Essex re Reinstatement of Legislation Permitting a Municipality to
Retain Surplus Proceeds from Tax Sales
After Closed Session
Council rose from Closed Session and passed a motion appointing residents to
Committee of Council. All applicants will be contacted to advise if they were
successful or not. The appointment by-law will be brought forward at a future meeting
of Council.
