Council Highlights
Sunshine List Delegation
Council received a delegation from Valerie Donnell regarding the outda ted nature of
the Sunshine List, which was received for information.
Municipal Tree Program
Staff presented a report on the Municipal Tree Program, seeking Council’s direction
on which type of trees to utilize for 2023. Council resolved to utilize 2-gallon tree
stock, which will allow for more residents to take advantage of the Program and to
help ensure a longer life for the trees. Council also resolved for staff to open the
application process to residents and introduce a pick-up day method for the trees and
present a policy for consideration to streamline the program and speak to further tree
related matters.
Vienna Water Service Line Replacement RFT Results
Council awarded RFT-23-01 to Viewcon Construction Limited and resolved to have
staff present an authorizing by-law to enter into an agreement with Viewcon
Construction Limited for the Vienna Water Service Line Replacement funded through
the ICIP Green Stream.
Development Reports
Three development reports were received by Council.
Council authorized a Temporary Use and Demolition Agreement; supported an 8 -lot
development in Vienna with conditions, which will now be provided to Elgin County
for approval; and, received an information report on an executed Site Plan
Agreement with Innovative Quality Manufacturing Inc.
Charitable Rebate Tax Program
Council received a Treasury Report regarding Charitable Re bate Tax Relief for
properties owned by registered charities. The Application for Relief will be posted on
the website and registered charities can make applicable for relief from 2023 taxes.
Bayham Bench Program
The Bayham Bench Sponsorship Policy was considered, based on direction provided
previously on the Bayham Bench Program. The Policy outlines the new cost for those
interested to sponsor a bench. Council approved said Policy and adopted it through
by-law. The Policy will be made available through the Municipal website.
Proposed Redistribution of Federal Election Districts
The Ontario Final Report for Federal Electoral Districts was provided to Council,
advising that, after a heavily-utilized public consultation process, the Commission has
revised the proposed Elgin County district to keep Elgin County and St. Thomas
whole within one proposed district.
Council resolved to provide a Letter of Support to the MP on this matter.
Correspondence Received
Six pieces of correspondence were received for information. The CAO provided
additional information regarding the proposed changes to the Municipality’s
Procedural By-law. It was noted that the Procedural By-law will be amended to
include Committee procedures as well, eliminating the need for a second Procedural
By-law in Bayham. These changes will be presented to Council via Report and draft
By-law on March 16, 2023.
