Highlights
New Dog Regulation By-Law
In October 2022, Council suspended dog tag licenses which required updates to the
previously named Animal Control By-Law. Staff presented a new Dog Regulation By-
Law with updated language to remove the requirement of dog tag licenses through
the municipality and expand language surrounding Kennels and Rescue Facilities.
Council referred the Draft By-law back to staff to refine the language around Kennels.
Financial Reports
The Treasurer presented six (6) 2022 year-end reports to Council. The Municipality
realized a $1,647.68 surplus in 2022, which was allocated in full to the Contingency
Reserve. Bayham’s Reserves increased by $1.35 million.
Council also approved staff to move forward with a Surplus of Assets Report, which
will identify possible surplus or duplicate assets, equipment, and/or lands and come
back to Council later in 2023.
Committee Policy and Terms of Reference
In December 2022, Council advised which committees they would like to have in
place for the 2022-2026 term and directed staff to report back with the respective
documents to establish the committees. This Report included an updated Advisory
Board and Committee Policy as well as Terms of Reference for the Mu seum Advisory
Committee, Waterfront Advisory Committee, and the Joint Cemetery Board.
Council approved the documents as presented. Staff will be advertising a call for
applications for Committee vacancies by February 24, 2023.
It is expected that updates to Council’s Procedural By-Law will be presented to
Council at the March 16, 2023 Regular Meeting to include Committee Procedure
language.
2023 Municipal Assistance – Special Event Requests
Staff presented the 2023 Special Event Requests that were s ubmitted by local
organizations requesting Municipal Assistance. Staff noted challenges with the
current process surrounding communication and proper resource allocation and
recommended a Policy be brought forward for Council’s consideration in Q3 2023 for
execution in 2024.
Approved events will be added to the Municipal Website Calendar.
Strategic Plan
Staff presented a draft Strategic Plan outlining Proposed Initiatives. Council assented
to approve the presented Strategic Directions, Goals, Objectives, and Proposed
Initiatives. A complete 2023-2026 Strategic Plan will come back to Council later in
2023 for adoption. After adoption, it will be posted on the Municipal website.
Shared Director of Development Services Recruitment Committee
In January 2023, Council passed a by-law to enter into a Shared Services Agreement
with Malahide for Building, Planning, and By-Law Enforcement Services. Malahide
has advertised for a Director of Development Services to oversee Building and
Planning. As per their hiring policy, any Director role requires members of Council to
be part of the interview panel. As this position will be handling Bayham matters as
well, it was deemed that two (2) members of Bayham Council should be inclu ded in
the panel. Council appointed the CAO|Clerk, Mayor, and Deputy Mayor to the hiring
panel.
Correspondence Received
An obituary for Suzanna Dieleman was included on the Agenda to advise of her
passing and that staff put the flag to half -mast to show our respect. Suzanna was
previously the Treasurer for the Municipality of Bayham.
