Highlights
Annual Compliance Reports – Bayham and Richmond Water Systems
Annual Compliance Reports for Bayham’s two water systems (Bayham and
Richmond) were presented to Council with great result. The Municipality remains
compliant with respect to its drinking water systems and standards.
Planning Reports
Council approved one rezoning application and recommended approval of multiple
Consent applications to the Elgin County Land Division Committee.
One Consent application was recommended for deferral until certain conditions in an
associated Consent application have been satisfied.
2024 Budget Consultation Schedule Set
Council approved the 2024 Budget Consultation Schedule. It is expected that this will
be published on the website and pushed out through Voyent Alert! within the next
week.
Consultations provide residents the opportunity to provide written budget input
through the consultations@bayham.on.ca email until August 31, 2023.
The 2024 Capital Budget and 10-Year Capital Plan will be considered by Council in
October 2023. The 2024 Operating Budget will be considered in January 2024.
Support for DMAF Application
Staff advised Council that a second intake of the Disaster Mitigation and Adaptation
Fund (DMAF) reopened in January 2023, with a closing date of July 19, 2023.
Council supported staff in submitting an application to the DMAF for four phases of
the Port Burwell Master Drainage Plan (Phases 1C-1F) at an estimated cost of $5.3
million.
Phases 1A and 1B have been completed. Phases 2 -6 are outstanding outside of the
grant application.
The Municipality has also engaged Watson and Associates to prepare background
documentation for a Special Area Rate in Port Burwell and a Stormwater
Development Charge, both of which will support the completion of the Port Burwell
Master Drainage Plan.
Lighthouse Stabilization Approach Approved
Council received a time-sensitive report regarding a proposed stabilization concept
for the Port Burwell Lighthouse. A structural assessment of the Lighthouse uncovered
structural stability issues that need short-term remedy. The proposed concept
involves a collar installed at the third landing of the Lighthouse, connected to the
ground by eight guywires and helical piles embedded in the soil.
The proposed concept would take approximately one week to install and would cost
an estimated $84,000.
Council resolved to proceed with the proposed concept to stabilize the Lighthouse
and fund the works through the Facilities Reserve.
Councillor Emerson Appointment to Terrace Lodge Fundraising Committee
Council received correspondence from Elgin County, requesting that Council appoint
a Member of Council or a community member to represent Bayham on the County’s
Terrace Lodge Redevelopment Fundraising Committee.
Councillor Emerson volunteered for the appointment and Council resolved to appoint
him officially as Bayham’s voice on the Committee for the 2022 -2026 term.
